Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire an MFMP Administrator who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. 

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

 

This is a professional position which reports to the Purchasing Manager within the Agency's Procurement section.

 

This position is responsible for providing assistance to agency members related to the following procurement activities:

 

Responsible for processing actions in MyFloridaMarketPlace (MFMP) expeditiously and economically, while meeting the needs of the requesting Program Office. 

This includes ensuring all actions are in compliance with applicable Florida Statutes, Administrative Code, Agency policies and procedures, and good purchasing practices.

This includes: Reviewing and processing requisitions within a timely manner, while providing support, assistance, training, and direction to system users; Ensuring all purchasing actions are processed in a manner that supports the Agency’s Minority Business Utilization Plan; Participating in purchasing-related trainings and meetings to further expand knowledge and stay abreast of any changes; and Consulting with the Purchasing Manager and Program Office, as needed, to resolve issues and/or obtain guidance.

 

Responsible for monitoring and responding to inquiries submitted to the Agency's MFMP_Help email inbox.

This includes: Ensuring inquiries are distributed to the appropriate subject matter expert in a timely manner to ensure accurate and prompt response; Researching, providing guidance, and answering purchasing-related questions, as applicable; Reviewing informal Single Source Requests, After the Fact Requests, and P-Card Requests for Purchasing Office approval as they are received; and Consulting with the Purchasing Manager and Program Area, as needed, to resolve issues and/or obtain guidance.

 

Responsible for serving as the Agency’s MFMP Security and Systems Administrator.

This includes: Maintaining the Agency MFMP security policy; Maintaining system users’ profiles by adding/deleting/inactivating profiles, managing profile permissions, completing password resets, completing delegation updates, etc.; Participating in MFMP trainings and meetings to further expand knowledge and stay abreast of any changes; Providing MFMP training to Agency users; Monitoring and ensuring Agency compliance with full utilization of MFMP, including purchase order and contract utilization, invoice utilization, catalog utilization, receiving, and eQuote; Monitoring the Agency’s monthly MFMP Agency Utilization Scorecard and providing details/recommendations to the Purchasing Manager, as necessary; and Compiling MFMP reports, as requested.

 

Responsible for developing and managing informal procurements, as required.

This includes: Reviewing and editing scopes of work from program areas; Preparing and issuing Requests for Quotes and Requests for Information; Preparing and reviewing single source documents and posting to VIP; Preparing and overseeing agency alternate contract source requests and coordinating with the Department of Management Services to obtain approval; Assisting with administrative functions relating to procurements.

MINIMUM QUALIFICATIONS REQUIREMENTS

One (1) year of professional work experience with Microsoft Office applications (e.g., Outlook, Word, Excel, PowerPoint).

 

Preference will be given to the candidates that have:

Experience working with MyFloridaMarketPlace.

Experience with the principles and practices relating to State of Florida purchasing and the ability to interpret and apply states, rules and policies relating to purchasing.
