Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire an AHC Administrator - SES who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. 

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

 

This position is located in the Bureau of Medicaid Policy.

Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21.

 

This position is responsible for leading and overseeing the Managed Care Policy and Contracting Section. 

This includes, but is not limited to, coordinating activities that include planning, directing, coordinating and implementing policy and program development functions for the Managed Care Policy and Contracting Section including overseeing development of policy, contracts and managed care plan reporting requirements relating to the Statewide Medicaid Managed Care (SMMC) program and Dual’s Strategy Coordinator (D-SNP).

 

Examples of work include:

Development of policy related to the Statewide Medicaid Managed Care program and D-SNP;

• Contract development, amendments and plan communications;

• Managed care plan reporting;

• Developing and recommending solutions to a variety of complex programmatic issues;

• The provision of technical assistance and training to internal and external stakeholders;

• Coordination with other functional areas within the Agency;

• Development and maintenance of a comprehensive work plan for the unit, and for determining work priorities;

• Preparing policy recommendations to leadership based on trends identified in planning research.

• Management activities, including: hiring, training, evaluating, and overseeing the work of all direct reports/employees.

• Participating in internal and external meetings.

• Performing other duties as assigned.

 

An ideal candidate will be able to:

2. Possess excellent research and writing skills to execute assignments timely, accurately, and within a fast-paced environment;

3. Experience in designing and executing research to develop policy analyses, program evaluations, management reviews, budget analyses, or similar technical reviews;

4. Understanding of principles of governmental organization, budgeting, and accountability;

5. Ability to function and succeed both with and without extensive direction;

6. Move cost-saving and cost-effective health policy forward;

7. Propose solutions to complex problems utilizing existing and acquired knowledge of the Florida Medicaid program, including pertinent Federal laws and regulations, state statutes and rules, and the Florida Medicaid State Plan; and

8. Supervise multiple employees.

 

Salary is negotiable and commensurate with experience and demonstrates successful management of complex, multi-faceted projects, and statewide policy initiatives.

MINIMUM QUALIFICATIONS REQUIREMENTS

- Three years of experience in the field of health care administration or human services.

- Two years of supervisory experience.

- Two years of experience implementing and managing complex projects.

- Two years of experience developing health care-related policies.

- Two years of experience serving as a lead or an assistant on a major research project.

 

- Preference will be given to applicants who hold a current FCCM certification.

- Preference will be given to candidates with professional writing experience (e.g., policy development, grant writing/submissions, rule promulgation, research publications, white papers, etc.).

- A bachelor's degree or a master's degree from an accredited college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work is preferred. A master's degree from an accredited college or university can substitute for one year of the required experience.

- Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the preferred college education.
