We are seeking to hire a Regulatory Analyst I  who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.  This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. 


This position is located in the Bureau of Medicaid Program Finance (MPF). MPF manages and projects Florida’s $29.6 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers. 


This position is responsible for establishing provider reimbursement rates for the annual rate setting for all nursing home providers enrolled in the Medicaid program.  They will also be responsible for processing rate changes based on audits, interim rate requests, amended cost reports, late cost reports, and all other situations requiring retroactive rate adjustments.  The incumbent will provide technical assistance regarding policies and procedures for provider rate setting and fulfill data requests to departmental staff, provider associations, and other organizations and interested persons.  The analyst will assist in preparing annual reports required by the Florida legislature, federal regulations, and other governmental agencies.


The incumbent will conduct training programs to maintain and improve the professional standards and qualifications of the rate setting staff, as well as other related staff within the Bureau. 


Perform other duties and responsibilities as required by the Medicaid Program.

The incumbent must have the following abilities:

  • Knowledge of accounting or auditing methods, principles and procedures.
  • Knowledge of the principles and techniques of effective communication.

  • Knowledge of the methods of data collection.
  • Knowledge of generally accepted accounting and auditing principles, procedures, and techniques.

  • Ability to review, analyze and evaluate financial and operational data.
  • Ability to compile statistical data.
  • Ability to understand and apply laws, rules, regulations, policies and procedures.

  • Ability to prepare and maintain a variety of accounting or rate records.
  • Ability to analyze and interpret accounting or rate design.
  • Ability utilize problem-solving techniques.
  • Ability to verify the accuracy of numerical data.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.



  • Two years professional experience related to accounting, mathematics, auditing, or financial analysis.
  • Two years professional experience using Microsoft Excel, Word, and Outlook.


Bachelor’s degree from an accredited college or university with a degree in a business related field such as accounting, finance, mathematics, economics, or statistics being highly preferred. Experience can also be substituted on a year-for-year basis.
