Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a System Project Consultant who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Data Analytics.

As the Agency hub for analytics, reporting, and visualization, the Bureau of Medicaid Data Analytics examines critical aspects of Floridians’ health, health care services and costs, and is vital to managed care rate setting, health care economics, and health plan evaluation.
This position is responsible for providing consultive services to the Senior Management Analyst Supervisor.
This position works in the Federal Reporting and Focused Studies Unit within the Bureau of Medicaid Data Analytics.
The responsibilities of the incumbent in this position are the preparation and analysis of data for the Medicaid program.
The incumbent will:
Develop, test, and execute computer programs using SQL and Florida Health Care Connections (FX) Enterprise Data Warehouse (EDW) to obtain data and prepare statistical analyses for responding to requests from Federal CMS, agency management, and other bureaus. Develop and maintain the database backup with all relevant data for all Florida Medicaid Waivers.
Prepare data and perform analysis necessary to support Medicaid operations and Medicaid expenditures for quarterly CMS 64 Expenditures reporting, CMS 64 Budget Neutrality reporting, and CMS 64 Variance Analysis. Develop Excel tables, charts, and other presentations to report Medicaid expenditures.
Maintain documentation of assignments and programmatic information pertaining to Medicaid expenditures. Actively seek to ensure data integrity and accuracy and identify any discrepancies.
Maintain up-to-date knowledge concerning the Florida Medicaid program, including the Florida State Plan for Medicaid, Florida Statutes, Florida Administrative Code, pertinent Federal laws and regulations, and FX EDW.
Review legislative bills and amendments to identify issues that would affect Medicaid waivers and ensure timely submission of results to the Unit Manager. Maintain knowledge of Health Information Portability and Accountability (HIPPA) complaint regulations, including medical procedural and diagnosis codes, electronic claims submission formats and proper security of Protected Health Information (PHI). Participate in continuing education of Medicaid and other Agency functions.
Serve on committees and teams in unit assigned projects. Participate in audits that will require querying data for validation for the CMS 64 PERM (Payment Error Rate Measurement). Provide assistance in responding to inquiries and external request related to Federal Reporting. Keep electronic documentation on CMS reporting and data analysis.
Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of computer software applications, including MS Windows Operating Systems and MS SQL Server.
- Knowledge of Florida Medicaid operations.
- Knowledge of the methods of data collection and analysis.

MINIMUM QUALIFICATIONS REQUIREMENTS
- One year of experience in health care economics or analysis.
- One year of experience working with SQL, Excel, or other statistical software packages.
- One year of professional experience working with Florida Medicaid data operations.
- One year of professional experience developing data collection and analysis methodologies.
- A bachelor's degree from an accredited college or university with a degree in mathematics, computer science, or statistics can substitute on a year for year basis for the required experience as described above.
