Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Medical Health Care Program Analyst who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Program Finance (MPF).
MPF manages and projects Florida’s $34.5 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers.
This position is responsible for assisting with Fee for Service Rate Setting and Home and Community Based Waiver projections.
The incumbent also assists as the interagency Agreement liaison.
Processes Administrative Claim invoicing and Medicare Part D invoices.
This involves reconciling, communicating, or transmitting information to other units and/or agencies.
Review and sign off on invoice letters, outstanding interest owed letters and dispute letters quarterly for the Federal and Supplemental Drug Rebate Programs and assists with dispute resolutions between the drug manufacturers and the State of Florida.
The incumbent maintains detailed knowledge of Medicaid financial and program statistical data at the state and national levels. Maintains up-to-date knowledge of Medicare and other health care programs related to indigent health care.
Maintains detailed knowledge of fiscal planning methodologies and techniques, Medicaid expenditure experiences of other states and special studies, survey findings, and new developments in Medicaid and related program areas. Maintains basic knowledge of current program planning and evaluation methodologies and techniques.
The incumbent maintains detailed, up-to-date knowledge concerning the Florida Administrative Code, Federal Medicaid rules and regulations for Health Care Administration, provider manuals, Medicaid billing procedures, the Florida Medicaid Management Information System (FMMIS), basic computer processing, statistical analysis software, information retrieval, and management reporting capabilities. Remains informed about Medicaid related activities of the Agency and about the operations of the Medicaid fiscal agent.
The incumbent provides research support and data analyses to other Medicaid offices.
Upon request of supervisor or other management staff, develops Medicaid service specific databases.
Operates and manipulates databases to produce data and reports to address policy issues, federal reporting requirements, fiscal analyses, utilization patterns, and other such factors.
The incumbent develops fiscal analyses of proposed program changes including proposed federal or state legislation, rules, regulations, or other proposals which would have an impact on the Medicaid program.
Prepares fiscal notes for bill analyses or, when appropriate, completes bill analyses.
The incumbent provides projections and trend analyses for detecting and analyzing trends and deviations in programs; conducts data collection and analysis activities related to the completion of special analyses and studies of research projects.
Provides research support and data analyses to other Medicaid offices.
The incumbent may assist with legislative budget requests, analyses, State Plan Amendments, and surveys that are assigned to the bureau.
These functions involve obtaining data and/or information from other AHCA staff, legislative proviso language, demographic sources, and other information resources necessary to quantify the fiscal impact.
The incumbent is responsible for assisting in determining Medicaid budgetary requirements and developing and conducting special studies and analyses relating to the Medicaid program and/or other health care issues developing the Medicaid budget/expenditures.
The incumbent determines the fiscal impact of proposed policy changes; assessing and making recommendations regarding the factors which are having the most significant impact on the growth of financing expenditures; and is responsible for compiling and forecasting the Florida KidCare budget to the Social Services Estimating Conference.
The incumbent assists in conceptualizing innovative approaches for examining the KidCare program and financial issues to develop recommendations for revisions to program policies or procedures for improving the efficiency and effectiveness of the Medicaid program.
The incumbent designs and conducts various research studies and analyzes KidCare's program expenditures, caseloads, service utilization, service costs, and other factors which have the most significant impact on the growth of Medicaid costs.
Develops and maintains a system of data collection of caseloads and expenditures relating to the Florida Kidcare program. Prepares exhibits illustrating current and historic budget and expenditures for the Kidcare program.
Coordinates statistical data collection between the Agency and other entities of the Kidcare program. Prepares HCFA-21 statistical data reports and inputs data into the State Children's Health Insurance Program (SCHIP) Statistical Enrollment Data System.
Performs other related duties as required.
This position will report to the Headquarters in Tallahassee.
This position is not a remote or telework position.

MINIMUM QUALIFICATIONS REQUIREMENTS
Two years of professional or educational experience related to mathematics, budgeting, accounting, financial analysis, or research.
Two years’ professional experience using Microsoft Excel and Word.
A bachelor's degree from an accredited college or university in a relevant discipline such as accounting, finance or mathematics can substitute on a year for year basis for the required experience as described above.
Preference will be given to the candidates that have:
Experience professionally writing official documents for state and federal requirements.
Experience related to budgeting and forecasting.
Experience interpreting, analyzing, and implementing state and federal language.
