This position reports directly to the Chief of the Florida Center for Health Information and Transparency (Florida Center).

This is a supervisory position responsible for oversight of health information and transparency operations and special projects in the Florida Center and requires coordinating actions with multiple business units: Office of Data Collection, Office of Data Dissemination, and Office of Health Information Exchange.

 

 Your Specific Responsibilities:

•Oversee health information and transparency personnel management, including recruiting, training, and helping staff meet program objectives.

•Supervise administrative and contract staff including planning and directing staff’s work.

•Manage health information and transparency operating budget including budget planning, budget requests, and budget reconciliation activities.

•Assist with development and submission of Advance Planning Documents (APDs) for federal funding requests.

•Develop, implement, and document operational policies and procedures for the bureau to improve efficiency.

•Coordinate with business units to plan, organize, and implement health information and transparency initiatives.

•Assist unit administrators with procurement of services and facilitates contract administration and purchasing activities with the Agency Procurement Office.

•Assist the Bureau Chief in strategic planning including developing and implementing long-range goals, budget requests, and project planning.

•Manage preparation of materials related to the Florida Center and the legislative process including coordination of the bureau’s bill analysis process.

•Oversee the Florida Center’s change management process, including transition to Medicaid Enterprise System, Florida Health Care Connections (FX) and Florida PALM.

•Communicate with executive leaders, program administrators, consumers, vendors, and stakeholders.

•Manage and organize health information and transparency resources to ensure compliance with record retention requirements.

•Plans, coordinates, and leads special projects assigned to the bureau including determining business requirements, developing project plans, and implementing projects.

•Maintain working knowledge of statutes and rules for data collection, data dissemination, health care transparency, health information exchange, and project management oversight.

•Provide technical and consultative support for all matters pertaining to the bureau’s daily operations and special projects.

•Perform other duties as required.

 

This position has been identified as mission essential.

The incumbent in this position may be required to work during the weekend or on holidays.

In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.

Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

 

 

 Minimum Qualifications:

•              At least two years of professional experience in health information technology.

•              At least two years of professional experience managing contracts or grants.

 

Preference will be given to candidates who have:

•              Bachelor’s or advanced degree from an accredited college or university in the field of health, social services, human services, business, or information technology

•              Current Florida Certified Contract Manager (FCCM) certification

•              Experience in project management

•              Experience with interpreting statutes, rules, regulations, policies, and procedures

•              Experience with speaking publicly and/or conducting training sessions

•              Experience with effective communication and technical report writing

•              Experience in delegating tasks and work assignment planning

•              Experience in resolving complex problems

 

Knowledge, Skills, and Abilities:

•              Knowledge of health information technology including health data/information, electronic health records, health information exchange, and health care transparency.

•              Knowledge of personnel management and budget management processes and procedures.

•              Knowledge of federal grant activities including federal and state processes and procedures.

•              Strong organizational skills.

•              Skilled in effectively communicating with technical and non-technical staff and all levels of management, both orally and in writing.

•              Must be goal-oriented and action-focused, pragmatic, and self-disciplined with strong analytical and problem-solving skills.

•              Ability to supervise people.

•              Ability to determine work priorities, assign work, and ensure proper completion of work assignments.

•              Ability to establish and maintain effective working relationships with others.

•              Ability to work independently and as part of a team.

•              Ability to plan, prioritize, organize, and coordinate multiple projects and work assignments to meet deadlines and complete goals.

•              Ability to read and interpret legislative rules and formulate policies and procedures in accordance with legislative requirements.
