The employee conducts comparative analysis of Certificate of Need (CON) applications through research and personal knowledge of the US health care system.  Appropriately integrates analysis provided by financial reviewers and architects into CON reviews.  Prepares State Agency Action Reports in compliance with regulatory rules and criteria.  Prepares utilization publications for hospice and nursing homes. Effectively communicates with and provides technical assistance to CON applicants and potential applicants regarding CON requirements.  Reviews approved CONs for condition compliance and project monitoring requirements.  Use of Agency's licensure data base, the Florida Center's detailed patient data base and other data systems available on-line to obtain data and other information for use in CON, condition compliance and monitoring reviews.  Serves as the unit's liaison with Central Services and IT and will be the coordinator for any projects in this field.



  • Knowledge of the principles and practices of health care administration, planning and regulation.
  • Knowledge of methods of compiling, organizing and analyzing statistical and financial data.
  • Knowledge of the health care industry and technologies.
  • Knowledge of health facility construction and financing.
  • Ability to compile, organize and analyze data and make recommendations.
  • Ability to perform research.
  • Ability to prepare reports, applications, documents and other written materials.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to work with others in a consultative role.
  • Ability to serve as a hearings officer and expert witness in hearings and appeals.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to analyze data and translate data into written form is required
  • Ability to utilize excel at a moderate level is required.
  • Ability to manage time efficiently and effectively is required.



  • Two years professional experience in health care required.
  • Preference will be given to candidates with technical writing experience.
  • Preference will be given to candidates with health care planning or certificate of need planning
