This position is responsible for accounting activities in the Disbursements Section of the Bureau of Financial Services. These duties require knowledge of the rules and regulations of the Department of Financial Services (DFS), Florida Accounting Information Resource (FLAIR) System and the Agency for Health Care Administration (AHCA) accounting procedures. All disbursements shall adhere to chapter 215.422 F.S. (prompt payment), chapter 112.061 F.S. (travel), and rule 69I-40 F.A.C., DFS guidance (such as Memos, Reference Guide for State Expenditure, etc.) and all other financial or audit requirements.

 

Conduct audit review of travel reimbursements payments to ensure that reimbursements are complete; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards and are properly authorized.  Maintains travel related policies and procedures to ensure that reimbursements are complete; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards and are properly authorized.

 

Other travel related duties include but are not limited to:

 

  • Develop and conduct travel training for travelers, preparers, and approvers.
  • Review, process, and reconcile travel advances.
  • Compile and analyze travel related data to provide to management.
  • Work collaboratively with various units to ensure travel related overpayments/underpayments are processed timely and accurately
  • Provide technical assistance to other bureaus and units regarding travel rules and travel voucher preparation

 
Process payments in FLAIR, which include internal audit review to determine the validity of the invoices processed. Perform a review of documents, to ensure proper documentation is on file, the three date stamp is completed correctly, and the invoice  is accurate and in compliance with the state rules. Review account coding to ensure transactions are properly recorded and established procedures are followed. 
 
Approve Purchasing Card (PCard) charges at Level 008.
 
Participate in the certified forward process by establishing payables for all prior year invoices or payments due as of June 30th. 
 
Performs other related duties as required.
 
KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge includes but not limited to:  Laws, statutes, and guidance such as chapter 215.422 F.S. (prompt payment), chapter 112.061 F.S. (travel), and rule 69I-40 F.A.C., DFS guidance (such as Memos, Reference Guide for State Expenditure, etc.) and all other governmental accounting and audit requirements.  FLAIR and basic accounting transactions.
     
  • Skills include but not limited to: Computer utilization of various application and software, such as Microsoft Word, Excel, and Outlook.  Analytical, Organizational.
     
  • Abilities include but not limited to: Process information logically and accurately. Communicate effectively verbally and in writing. Establish and maintain effective working relationships with others. Extract, analyze, interpret and report data contained in the Agency's financial records.

 
MINIMUM QUALIFICATIONS REQUIREMENTS

  • One year or more of State of Florida accounting or professional or non-professional accounting experience required.
  • One year or more FLAIR and/or accounting systems experience
  • One year or more MS Office experience (Outlook, Word, Excel, PowerPoint).       

 
Preferred Qualifications:
*Two years or more processing state vouchers for reimbursements of travel expenses.
*Two or more year's experience reviewing, reconciling and analyzing information
*Three or more years of professional or non-professional accounting experience.
*Three or more years FLAIR experience
*Two or more MS office experience (outlook, word, excel, & powerpoint)
