The Agency for Health Care Administration is seeking a qualified candidate for the position of Systems Project Administrator within the Division of Information Technology (IT), Director’s Office.  The IT Director’s Office supports the Agency's business systems and operational objectives through planning and coordination of the complete information technology solution with Agency executives, Health and Human Services knowledge domain executives, various state technology office executives, and information technology activity managers. The Director’s Office also includes the Information System Development Methodology (ISDM) team which are crucial to the delivery of IT solutions for the Agency.

This is a highly responsible professional Project Manager position with both technical and administrative responsibilities within the Information Systems Development Methodology (ISDM) unit. The incumbent manages multiple projects that support IT's strategic plan, legislative requirements, process improvements, and system enhancements. The incumbent provides project management and business analysis services; support and guidance to project staff, and ensures that projects follow Agency ISDM procedures and documentation standards. This individual maintains excellent communication with upper management both within and across organizations to ensure smooth running of assigned Agency projects under the direction of the ISDM unit.

Duties & Responsibilities Include:

 

-Manage assigned projects by following industry standard project management methodology such as the Project Management institute’s (PMI) current Project Management Body of Knowledge (PMBOK), DST Rule 60GG-1 F.A.C, and AHCA ISDM methods and standards;

-Collaborate with the business sponsor to determine project vision, scope, business requirements; articulate conceptual, logical, and physical design of the project; develop and manage project schedule for the full life cycle of the project; facilitate meetings to coordinate business experts and technical staff tasks and milestones for project development and implementation; report and communicate project status with team members and Agency management;

-The incumbent will complete AHCA IT Information System Development Methodology (ISDM) documentation as required;

-Provide business analysis, or guide assigned Business Analysts, for assigned projects. This includes but is not limited to creating process maps and working with business units to gather general requirement information. Work includes conducting interviews, document analysis, requirements workshops or Joint Application Design (JAD) sessions, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis;

-Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis;

-Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and assist customers to distinguish user requests from the underlying true needs;

-Develop feasibility studies as assigned to include risk analysis, cost benefit assessments, return on investment; and

-Perform other duties as required.

 

*Preference will be given to those who possess a Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification.

 

*Preference will be given to candidates with a Bachelor's degree in business, technology, or management from an accredited college or university.

KNOWLEDGE, SKILLS, AND ABILITIES:

•Proficient with Microsoft Visio, Microsoft Project, SharePoint, the Microsoft 365 Office Suite, and familiar with project management software development tools;

•Ability to work independently as well as in teams in order to meet deadlines;

•Ability to plan, organize, and coordinate multiple projects and work assignments;

•Knowledge of basic management principles and practices, methods of data collection and analysis;

•Ability to organize data into logical format for presentation in reports, documents, and other written materials;

•Ability to conduct fact finding research, to work independently, plan, organize, and coordinate work assignments;

•Proven communication skills, both written and oral, with technical and non-technical staff, and all levels of management;

•Proficiency in project management principles, methods, techniques and tools for the effective management of projects from initiation through project closure;

•Must possess the ability to establish and maintain effective working relationships with others;

•Goal oriented action focused, pragmatic and self-disciplined;

•Strong analytical, problem-solving skills;

•Ability to elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, mapping of business processes, use cases, task and workflow analysis;

•Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the continuous improvement of processes; and

•The incumbent will administer and coordinate compliance with AHCA IT Information Systems Development Methodology (ISDM) documentation.

 

MINIMUM QUALIFICATIONS:

Two (2) years of professional experience managing information technology projects utilizing the Project Management Institutes’' methodologies and best practices.
