JOB DESCRIPTION:

This is a highly responsible professional and supervisory position with both technical and administrative responsibilities in the Division of Information Technology, Information System Development Methodology (ISDM) Unit.

The incumbent assists in the management, administration, and compliance monitoring for the ISDM Unit.

 

Duties & Responsibilities Include:

Supervises the project management staff.

Plans and directs staff’s work, approves leave requests, conducts performance appraisals, hires for vacant positions, and takes disciplinary actions as needed.

 

Ensures that project managers and the project team members follow the ISDM project methodology, processes, and standards, Rule 60GG-1 F.A.C, and industry standard project management methodologies.

 

Manage complex IT software development projects using a hybrid agile project management approach.

Conduct planning, scheduling, and implementation activities to develop software solutions to meet business needs. Define project scope and schedule, gather requirements, design, develop, test, and deliver high quality software solutions.

 

Guide project teams through all aspects of the project life cycle from project initiation to project closure.

Collaborate with the project sponsor to determine project vision and scope.

Facilitate meetings with project team members and stakeholders.

Articulate the conceptual, logical, and physical design of the solution.

Work with team members to identify project tasks and estimate the level of effort to complete the work.

Develop and manage a project schedule for the full life cycle of the project.

Coordinate and assign tasks to project team members and subject matter experts.

Complete ISDM project documentation as required.

Communicate project status to project team members, stakeholders, and Agency management.

 

Required project documentation includes, but is not limited to, the Risk and Complexity Assessment, Project Charter, Project Plan, Project Schedule, Project Requirements, IT Component Requirements, Database Design, Screen Designs, Report Designs, Security Plan, Spend Plan, Deployment Plan, Test Plan, Training Plan, Change Logs, Issue Logs, Risk Logs, Meeting Agendas, Meeting Minutes, Weekly Project Status Reports, Troubleshooting Guide, and the Project Close Out Report.

 

Identify and manage technical and non-technical issues and risks that could impact the project.

Use problem solving skills to remove obstacles, resolve conflicts, and mitigate risks when possible.

Escalate issues to management when appropriate.

 

Serve as the business analyst for assigned projects as needed.

This includes but is not limited to conducting Joint Application Design sessions and interviews to gather and document business requirements, workflow diagrams, and process maps.

Transform business requirements into features, user stories, wireframes, functional and non-functional requirements.

Test and validate work products.

Coordinate user acceptance testing with the customer.

 

Serve as backup for the ISDM Manager as needed. Backup responsibilities include, but are not limited to, facilitating the Project Service Request (PSR) meetings to perform intake and initial triage of new project requests, participating in Florida Connections (FX) meetings to perform intake for Module Change Request (MCR), facilitating the Agency's Project Governance (APG) meetings in order to prioritize projects within the divisions as well as provide status updates on active projects, and participating on the Change Advisory Board to approve production deployments.

 

Performs other duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of project management principles, practices, techniques, and tools to effectively manage IT projects throughout the Project Life Cycle.

• Knowledge of the principles, practices, and techniques of computer programming and systems analysis design as well as methods of data collection and analysis.

• Knowledge of project control and resource estimating techniques.

• Skilled with project management and/or application lifecycle management tools such as Azure DevOps, Jira, and Microsoft Project, diagramming tools such as Microsoft Visio, and general software such as Microsoft Office 365 and SharePoint.

• Skilled in effectively communicating with technical and non-technical staff and all levels of management, both orally and in writing.

• Ability to supervise people.

• Ability to determine work priorities, assign work, and ensure proper completion of work assignments.

• Ability to formulate project plans for managing and monitoring progress of software development projects; compile, organize, and analyze data; evaluate and monitor project plans and schedules, and implement corrective action plans.

• Ability to establish and maintain effective working relationships with others.

• Ability to work independently and in teams.

• Ability to plan, prioritize, organize, and coordinate multiple projects and work assignments to meet deadlines and complete goals.

MINIMUM QUALIFICATIONS REQUIREMENTS

• At least five (5) years of professional experience in managing information technology projects using the Project Management Institutes' methodologies and best practices.

• At least two (2) years of professional experience supervising employees that report directly to you.
