The Agency for Health Care Administration is Florida's chief health policy and planning entity.

The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives.

Under the direction of the Agency Secretary, Shevaun L. Harris, the Agency is focused on advancing Governor DeSantis' vision for Florida's health care system to be the most cost-effective, transparent, and high-quality health care system in the nation. 

 

The Long-Term Care Services Unit is seeking to hire a Program Administrator who is dependable, flexible, and can thrive in a work setting that requires attention to detail and managing time sensitive tasks. 

The position's hours are Monday - Friday from 8:00 a.m. to 5:00 p.m. 

Adjustments to the hours may be made to accommodate an employee upon request.

 

The work unit is responsible for regulating health care providers and facilities. 

This is a managerial position with the primary duties of the position focused on planning and overseeing the licensing, certification and regulation of providers in Long Term Care Service Unit (LTCSU).

This position, on occasion, may serve as Manager of LTCSU during the manager’s absence and represents the manager/unit in meetings when assigned. 

 

A good attendance record is essential for any individual in this position as the work involved occurs daily and is time critical. 

The individual in this position is expected to report to work daily and on time. 

Leave must be requested in advance from management, except in emergency circumstances not under the control of the employee.

 

This position has been identified as mission essential.

The incumbent in this position may be required to work during the weekend or on holidays.

In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work. Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

 

THE WORK YOU WILL DO:

Position Overview:

This position is responsible for administering the state licensure and/or federal certification program for Hospices, Home Medical Equipment providers, Health Care Services Pool providers, and Homemaker and Companion providers. 

This is a management position that directs highly trained staff of varied professional backgrounds and is responsible for planning, organizing, directing, and coordinating the development, implementation, operation and monitoring of programs assigned to the Long-Term Care Services Unit.

 

Plans, develops, implements, and monitors programs for determining compliance of hospices, home medical equipment providers, health care services pool providers, and homemaker and companion providers with applicable state and federal requirements. 

Coordinates staff review and processing of initial, renewal, change of ownership and change during licensure or certification applications for assigned programs to ensure compliance with state licensure and federal certification requirements and timeframes. 

Maintains oversight over the data entry of certification kits for home health agencies. 

Evaluates providers for compliance with prescribed codes and statutes and initiates appropriate action as necessary. 

Provides technical and administrative consultation to health care providers and survey personnel upon request concerning state and federal requirements, regulations and policies.

 

Spends time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. 

Maintains direct supervisory responsibility for seven professional positions. 

Supervises and recruits personnel, plans workloads, develops objectives and directs work to ensure maximum use of time and resources. 

Evaluates subordinates' work performance.

 

Provides information to agency staff, health care providers and the public regarding assigned programs. 

Responds to correspondence and public record requests relating to licensure/certification, survey standards and other general issues.

 

Researches, compiles and analyzes data information, and prepares reports required in completing special assignments related to administrative and health care regulatory duties and planning issues.

 

Represents the agency in public meetings and forums related to assigned programs and develops presentations for both the public and agency staff in these areas upon request.

 

Reviews, analyzes and researches legislative issues, bills and amendments and prepares or reviews analyses of the projected impact of proposed legislation on the unit as assigned. 

Assists with rule promulgation activities for the unit as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES 

•Knowledge of state statutes, administrative rules and survey tags that regulate and monitor health facility providers

•Knowledge of and ability to operate within various software programs such as Microsoft Office, Aspen, Versa, and Laserfiche

•Knowledge of and ability to access state rule within the Florida Statutes and Florida Administrative Code

•Knowledge of and ability to initiate Agency activities related to bill analysis 

•Ability to communicate effectively in writing and verbally including participation in group meetings

•Ability to establish and maintain effective working relationships with both internal and external customers

•Skill in managing a challenging workload in an efficient manner assuring that statutory time frames are met

MINIMUM QUALIFICATIONS REQUIREMENTS

•Four (4) years of professional experience in health care administration, health care planning, health care regulation, or other health or rehabilitation program. 

•A degree from an accredited college or university that included a major study in health care administration, business administration, public administration, public health administration or a health care related field can substitute on a year-for-year basis for up to two years' of the required work experience.

 

Preference will be given to applicants with:

Professional experience that includes the review, analysis and implementation of health care requirements is preferred.

One (1) year of  experience in performing advisory work related to planning, development, implementation and evaluation of health care requirements is preferred.

 

Preference will be given to applicants with:

A bachelor’s or advanced degree from an accredited college or university with one of the following:

One or more years' experience working as a licensed health care professional, or professional experience in health care administration, health care planning, or other health, rehabilitation or social service program;

One or more years' working with hospice providers, and/ hospice regulation;

Two or more years' experience interpreting statutes and administrative rules.
