JOB DESCRIPTION:

This is a highly responsible professional position with both technical and administrative responsibilities within the Division of Information Technology, Information Systems Development Methodology (ISDM) unit.

The incumbent is responsible for managing complex custom software development projects that support the Agency’s Medicaid program.

The incumbent provides project management and business analysis services; support and guidance to project staff; and ensures that project teams follow agency ISDM procedures and documentation standards.

 

Duties & Responsibilities Include:

- Manage multiple Medicaid related projects that support the Agency’s business needs by following industry standard project management methodology such as the Project Management Institutes’ (PMI) Project Management Body of Knowledge (PMBOK), Rule 60GG-1 F.A.C, and AHCA ISDM processes and standards.

Manage project scope and implementation activities to deliver projects on time and within budget.

Manage project budget and spend plan.

Ensure that the project team is able to design, develop, test, and deliver high quality solutions that meet business needs;

 

- Collaborate with the business sponsor to determine project vision and scope.

Facilitate meetings with project team members and stakeholders.

Articulate conceptual, logical, and physical design of the project.

Work with team members to identify the tasks needed to complete the project and estimate the level of effort to complete the tasks.

Develop and manage a project schedule for the full life cycle of the project.

Coordinate and assign project development and implementation tasks and milestones for business subject matter experts and technical staff.

Report and communicate project status with project team members, stakeholders, and Agency management.

 

- Complete AHCA IT Information System Development Methodology (ISDM) documentation as required.

Project documentation includes but is not limited to the Risk and Complexity Assessment, project charter, project plan, security plan, spend plan, scope, schedule, deliverables, change logs, issue logs, risk logs, meeting agendas, meeting minutes, and weekly project status reports.

Additional project document includes test plans, test scripts, test cases, troubleshooting guides, user guides, training materials, and project close out reports;

 

- Provide business analysis, or guide assigned business analysts, for assigned projects.

This includes but is not limited to creating process maps and working with business units to gather business requirements.

Work includes conducting interviews, document analysis, requirements workshops or Joint Application Design (JAD) sessions, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and workflow analysis.

Performs testing activities such as testing and validating work products in addition to coordinating user acceptance testing with the customer;

 

- Identifies and manages technical and non-technical issues and risks that could impact the project.

Uses problem solving skills to remove obstacles, resolve conflicts, and mitigate risks when possible and escalates to management when appropriate.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

• Proficiency in project management principles, methods, techniques and tools for the effective management of projects from initiation through project closure;

•  Proficient with Microsoft Project, Microsoft Visio, SharePoint, the Microsoft 365 Office Suite, and familiar with project management software development tools;

•  Ability to work independently as well as in teams in order to meet deadlines;

•  Ability to plan, organize, and coordinate multiple projects and work assignments;

•  Knowledge of basic management principles and practices, methods of data collection and analysis;

•  Ability to organize data into logical format for presentation in reports, documents, and other written materials;

•  Ability to conduct fact finding research, to work independently, plan, organize, and coordinate work assignments;

•  Proven communication skills, both written and oral, with technical and non-technical staff, and all levels of management;

•  Must possess the ability to establish and maintain effective working relationships with others;

•  Goal oriented action focused, pragmatic and self-disciplined;

•  Strong analytical, problem-solving skills;

•  Ability to elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, mapping of business processes, use cases, task and workflow analysis;

•  The incumbent will administer and coordinate compliance with AHCA IT Information Systems Development Methodology (ISDM) documentation;

 

MINIMUM QUALIFICATIONS REQUIREMENTS

At least two (2) years of professional experience managing projects utilizing the Project Management Institutes' methodologies and best practices.
