This a highly responsible professional position within the Florida Center for Health Information and Transparency, Office of the Bureau Chief.
This position is dedicated primarily to the Bureau's financial affairs.
Your Specific Responsibilities:
Tracks Bureau expenditures against the Bureau’s allocated budget and projects future expenditures based upon experience, existing employees’ salaries and benefits, hiring and vacancy notices, contracts, purchase requisitions, encumbrances, approved travel and anticipated needs monthly.
This process involves monthly communication with unit managers in the Bureau.
Resolves problems with budget allocations, expenditure tracking and corrections monthly.
Provides monthly budget reports to the Bureau Chief.
Monitors and supports the bureau’s federal grant activities to ensure federal and state procedures are appropriately followed.
Assists managers and Bureau Chief with needed reports related to grant funding.
Provides research, consultation, management, budget reconciliation, invoice processing, document development/maintenance and other tasks as needed for health IT and transparency projects.
Prepares reports and other documents related to health IT and transparency operations as needed.
Approves all purchases for the Bureau.
Verifies salary and budget availability for new hires and promotions over the minimum salary.
Assists staff in the development of legislative budget requests as needed including analysis of historical spending patterns.
Coordinates or completes special projects as required or requested.
Actively participates in staff meetings and training seminars. Performs other duties as requested.
A good attendance record is essential for any individual in this position as the work involved occurs daily and is time critical. The individual in this position is expected to report to work daily and on time. Leave must be requested in advance except in emergency circumstances not under the control of the employee.
This position will be filled at $1,945.56 biweekly and is non-negotiable.
Minimum Qualifications:
Two years of professional experience in health care administration involving management analysis, program research, program planning, program evaluation, or administrative work.
One year experience with budget, financial management, and/or project expenditure management.
Preference will be given to candidates with:
A bachelor's or advanced degree from an accredited university in the field of health, social services, human services, business, or information technology.
Experience using the Florida Accounting Information Resources (FLAIR) system.
Experience using MyFloridaMarketPlace (MFMP).
Experience using Microsoft Excel to generate reports or conduct financial analysis.
Required Knowledge, Skills, and Abilities:
• Proficiency in the use of Word, Excel, and other relevant Agency software.
• Ability to communicate effectively, both verbally and in writing.
• Ability to establish and maintain effective working relationships with others.
• Ability to work independently and in teams.
• Ability to analyze budget and contract reports and to detect and correct problems.
• Knowledge of the Agency’s budget processes, FLAIR (or comparable state system), and the Agency’s finance and accounting codes.
• Must be able to learn, understand, and apply new technologies and processes.

BACKGROUND SCREENING
It is the policy of the Florida Agency for Health Care Administration that any applicant being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and, if applicable, also be screened in accordance with the requirements of Chapter 435, F.S., and Chapter 408, F.S.
