Position Overview and Responsibilities
This is a supervisor position within the Office of Florida Health Care Connections (FX) Program Administration, tasked with providing leadership to the team assigned to development and implementation of integrations strategies and solutions for the FX Program – the Integration Services Unit. This Unit provides project coordination and analysis work for projects that support FX Administration's strategic plan, FX Governance, process oversight and improvements, and overall success of the FX project. The candidate must be highly organized, technically proficient, possess excellent team building and communication skills, and able to handle multiple projects.
As the manager of the Integration Services Unit, the incumbent will be expected to manage and lead staff in the Unit and foster a culture of unity, teamwork, and excellence in the execution of their work. In this role the incumbent will be expected to exercise sound judgement in the hire, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, and discipline of subordinate employees.
The incumbent of this position will also be responsible for ensuring the successful operation and administration of the FX HelpDesk (ServiceNow) and the appropriate application of Jira, including related Requirements Management, Release Management, Module Change Control, and other similar duties.
The person filling this position will also be expected to ensure the work below is completed in their unit:
Oversee the design and development of integration solutions and strategies for the FX Program:
- Provide support for the design and development phases of the FX Modules to include collaboration of technical requirements needed for task order development, reviewing technical deliverables and working with the vendors to design and implement various integration strategies for the FX Enterprise;
- Conduct updates as needed to both FX Governance bodies and internal staff to enable effective communication in support of the FX Strategic Roadmap;
- Advise the Division of Information Technology on the standards and use of the Agency’s Enterprise Application Lifecycle Management (ALM) Tools and the FX Integration Platform. Participate on training teams for FX modules and technologies;
- Participate in FX Enterprise Architecture strategy design collaborations;
- Facilitate and participate in highly technical joint application design sessions with FX vendors and stakeholders.
Vendor and Contract Management Assistance
- Assist in contract management activities associated to FX initiatives and projects by evaluating identified FX module vendor contracts and FX Task Orders. Provide contract managerial support by reviewing scope of services, deliverables, and financial consequences found under FX module vendor contracts and FX Task Orders. Lead the Deliverable Review Team, which is comprised of subject matter experts and reviews project deliverables for quality and accuracy per the contract requirements. Resolve conflicting opinions, leveraging SEAS and other vendor resources, to present options on technical architecture during the planning and implementation phases of FX projects;
- Participate in solicitations for FX modules to include drafting scopes of services, evaluating responses and participating in negotiations with responding vendors; and
- Participate in the FX portfolio management process to include AHCA Gate, which is designed to ensure enterprise integration on all module change requests. This includes activities under the Module Control Board (MCB) such as Reviewing MCB changes, Change Manager collaboration, MCB Process Design and Development and MCB realization. Responsible for coordinating and leading IT change control management duties, serving as a change manager; responsible for ensuring IT change control management requests are executed according to defined FX standards; responsible for coordinating schedules of pending and approved IT change management requests; and responsible for ensuring systems are utilized when conducting identified IT change manager duties;

- Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the continuous improvement of processes.
- Ability to conduct fact finding research, to work independently, plan, organize, and coordinate work assignments;
- Ability to deal effectively with multiple projects and substantial detail;
- Ability to elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, mapping of business processes, use cases, task and workflow analysis; and
- Ability to manage application authentication platforms such as single-sign-on access management.
- Ability to manage Application Lifecycle Management applications.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials;
- Ability to plan, organize, and coordinate multiple projects and work assignments;
- Ability to travel with or without accommodations.
- Ability to work independently as well as in teams in order to meet deadlines;
- Goal oriented action focused, pragmatic and self-disciplined;
- Knowledge of basic management principles and practices, methods of data collection and analysis;
- Must possess the ability to establish and maintain effective working relationships with others;
- Proficiency in project management principles, methods, techniques and tools for the effective management of projects from initiation through project closure;
- Proficient with Microsoft Visio, Microsoft Project, SharePoint, the Microsoft 365 Office Suite, and familiar with project management software development tools;
- Proven communication skills, both written and oral, with technical and non-technical staff, and all levels of management;
- Strong analytical, problem-solving skills;
Minimum Qualifications
- 2+ years of experience with Application Lifecycle Management (ALM) tools;
- 2+ years of experience with JIRA;
Preferred Qualifications
- Preference will be given for those with a minimum of two years of managerial experience.
- Preference will be given to those with experience with HelpDesk;
- Preference given to those who exhibit proven experience with ITSM Change Management processes.
