Reporting to the Deputy Program Director, the Senior Project Manager serves as a key operational leader within the Rural Health Transformation Program (RHTP), a large-scale, multi-year statewide initiative involving clinical innovation, data modernization, community engagement, workforce development, evaluation, procurement, and extensive grants administration.
This position is responsible for driving day-to-day program execution, ensuring alignment with CMS deliverables, and enabling the program to operate in a proactive rather than reactive manner.
The Senior Project Manager oversees complex cross-functional workstreams involving evaluation partners, data and analytics, finance and budget, regional operations, community engagement, procurement, and compliance.
The individual ensures program and Agency leadership has continuous visibility into timelines, risks, bottlenecks, and strategic milestones.
This role operates in a hybrid capacity, requiring the Senior Project Manager to be onsite in the Delray Beach office two to three days per week while also accommodating occasional travel to Tallahassee for headquarters meetings and additional instate travel for regional site visits.
The position functions within a fast-paced environment shaped by shifting CMS deadlines, evolving program priorities, and continuous collaboration across multiple teams and partners.
Cross-Functional Coordination
Key responsibilities include:
Lead the execution of major program initiatives by coordinating activities across multiple teams and ensuring alignment with overall program goals.
Develops, manages, and maintains comprehensive program timelines and project plans to ensure work progresses in an organized and well sequenced manner.
Ensure full adherence to CMS deadlines and reporting requirements by monitoring submission schedules and guiding teams to meet all federal expectations.
Proactively anticipates operational challenges and works with partners to design forward looking solutions that prevent reactive decision making.
Coordinate daily activities across evaluation, analytics, budget, finance, regional operations, procurement, and communications teams to ensure seamless workflow and unified execution.
Facilitate collaboration with Regional Leads and ensures that insights from regional engagement inform statewide planning and strategic decision making.
Leadership Support & Strategic Integration
Responsibilities include:
Prepare leadership briefings, dashboards, and status reports that summarize progress, highlight risks, and communicate upcoming deadlines.
Ensure the Program Director and Deputy Director remain fully informed of progress, risks, and resource needs requiring leadership attention.
Support strategic alignment across all program workstreams by ensuring operational tasks remain connected to broader RHTP goals.
In the first year of implementation, the Senior Project Manager may be asked to contribute to program design and strategic planning efforts, offering ideas, shaping early operational approaches, and assisting in the setting up of new RHTP initiatives as they are launched.
Project Management
Responsibilities include:
Track grant-related requirements, submission deadlines, and CMS compliance needs to ensure timely and accurate fulfillment of federal obligations.
Support oversight of vendor deliverables and procurement processes by monitoring timelines and coordinating documentation needs.
Recommend, implement, and manage a program wide project management system that enhances workflow transparency and coordination.
Develop standard operating procedures, templates, and structured workflows that promote consistency and efficiency across program operations.
Train internal staff on the use of project management tools and processes to ensure consistent application.
Risk Management & Issue Resolution
Responsibilities include:
Identify emerging risks early and propose effective mitigation strategies to prevent operational disruption.
Lead cross-team problem solving efforts to remove barriers, resolve challenges, and maintain progress toward milestones.
Performs other duties as needed.
“This position is 100% grant-funded under the Rural Health Transformation Program with funding from Centers for Medicare and Medicaid Services (CMS).
Funding is currently approved for five years (2026-2031); continuation of this position is contingent upon renewal or extension of grant funding”
A good attendance record is essential for any individual in this position as the work involved occurs daily and is time critical.
The individual in this position is expected to report to work daily and on time.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of federal grant administration requirements, including CMS compliance expectations, submission deadlines, and 2 CFR Part 200 reporting obligations.
Skill in developing and maintaining comprehensive program timelines, project plans, and standard operating procedures that keep complex, multi-region initiatives on track.
Ability to prepare professional leadership materials, including status dashboards, briefings, and correspondence that communicate program progress, risks, and upcoming milestones.
Proficiency with project management platforms and the ability to implement, manage, and train staff on program-wide tools that support workflow transparency and coordination.
Ability to work collaboratively with internal teams, Regional Leads, Agency leadership, sub-awardees, and federal partners to ensure seamless program execution.
Strong organizational skills and the ability to balance multiple high priority workstreams simultaneously without loss of quality, accuracy, or timeliness.
Ability to identify emerging operational risks early and lead cross-team problem-solving efforts to remove barriers and maintain progress toward program milestones.
Ability to maintain accurate program records, grant files, and compliance documentation in accordance with Agency standards and federal requirements.

MINIMUM QUALIFICATIONS REQUIREMENTS
Five (5) years of project management experience in healthcare or government programs.
Two (2) years of experience with grants, federally funded initiatives, or statewide programs.
A master’s degree in public health, health administration, public policy, business administration, or related field can substitute on a year for year basis for the required experience.
Preference will be given to candidates with PMP or CAPM certification
