This position is responsible for accounting activities in the Disbursements Section of the Bureau of Financial Services.

 

Process monthly Department of Management Services (DMS) phone invoices and other unencumbered payments in FLAIR, which include internal audit review to

determine the validity of the invoices processed. Perform a review of documents, to ensure proper documentation is on file, the three date stamp is completed correctly, and the invoice is accurate and in compliance with the state rules. Review account coding to ensure transactions are properly recorded and established procedures are followed. Keep accurate payment records with each payment in accordance with accounting procedures.

 

Conduct audit reviews and approval of Purchasing Card (PCard) Transaction as the Accountant in PCard Works to ensure that transactions are complete; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards and are properly authorize.

 

Conduct audit review of travel reimbursements to ensure that reimbursements are complete; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards and are properly authorize

  

Respond to travel and voucher inquiries from vendors, programs, offices, the Vendor Ombudsman and DFS in a thorough and timely manner. Perform all necessary research to resolve discrepancies and dispute.

 

Participate in the certified forward process by establishing payables for all prior year invoices or payments due as of June 30th.

 

Performs other related duties as required

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge includes but not limited to:  Laws, statutes, and guidance such as chapter 215.422 F.S. (prompt payment), chapter 112.061 F.S. (travel), and rule 69I-40 F.A.C., DFS guidance (such as Memos, Reference Guide for State Expenditure, etc.) and all other governmental accounting and audit requirements.  FLAIR and basic accounting transactions.
     
  • Skills include but not limited to: Computer utilization of various application and software, such as Microsoft Word, Excel, and Outlook.  Analytical, Organizational.
     
  • Abilities include but not limited to: Process information logically and accurately. Communicate effectively verbally and in writing. Establish and maintain effective working relationships with others. Extract, analyze, interpret and report data contained in the Agency's financial records.

 
MINIMUM QUALIFICATIONS REQUIREMENTS

  • 6 months or more of professional or non-professional accounting experience
  • 6 months or more accounting systems experience
  • 6 months or more MS Office experience (Outlook, Word, Excel, PowerPoint).

 
Preferred Qualifications:
One or more years processing accounts payable state vouchers.
Works or has worked with payments systems such as MFMP or Travel
One or more years’ experience reviewing, reconciling, and analyzing financial data.
Two or more years of State of Florida accounting experience.
Two or more years of FLAIR experience.
