Position Overview:
This is not a remote worker (teleworker) position.
SALARY RANGE
$1,945.25 - $2,264.75 Biweekly
$50,576.50 - $58,883.50 Annually
Salary is negotiable based on experience.
This is a highly professional accounting position, responsible for monitoring the accounts receivable payment activities, to ensure timely application of payments, of the accountants assigned to the various revenue types, in the Revenue Management section.
Performs independent professional accounting and related tasks associated with the receipt and allocation of revenue receipts according to established policies and procedures, Including the reconciliation of departmental FLAIR records to the central accounting records to the Agency's financial systems.
The Incumbent in this position also ensures that financial and accounting records are accurate with respect to billing, receipt, and posting of revenue receipts in accordance with governing rules and regulations.
The incumbent in this position also ensures that financial and accounting records in the Agency's financial systems are accurate and updated timely.
A detailed knowledge of sound accounting principles and Florida Statutes pertaining to processing of revenue is required.
Effective time management, ability to communicate in all formats (verbal and written) and the ability to analyze data to reach accurate conclusions is essential to the effectiveness of this position.
The incumbent in this position will spend most of their time ensuring the timely, accurate and consistent on-line revenue processing, data reporting, and relevant revenue management activities related to Health Quality Assurance (HOA) receivables, online payments, and payment chargeback resolutions.
Monitor and reconcile online transactions.
Quality assurance of transactions and provide facts to Unit Manager to find resolution with banking representatives, AHCA information technology staff, and AHCA managers related to online payments disputes.
Support other electronic payment transactions.
Produce and edit reports, on a weekly, monthly, quarterly, or annual basis, related to electronic and online payments and accounts receivables.
Monitor the status-of HQA Accounts Receivable items prepare monthly and annual AR reports arid report outstanding items related to assigned revenue type to the Bureau's Collection unit for reporting to the state contracted collection agency.
Collect facts and report about online payment disputes, chargebacks, debit memos and closeout of disputed payment charges.
Perform state fiscal year closeout activities, provide reports and updates on closeout status, and ensure FLAIR records and accounts receivables records are accurate and current.
Process all-reconciliations of all applications for refunds from providers, HQ, (Drug Rebate, FA Misc. and grants.
Compile and provide collections documentation for formal and informal hearings, as needed.
Maintain and ensure compliance with the Agency on-line revenue management procedure and policy.
Applies payments into the accounts receivable system and other accounting subsystems based upon daily batches received from the Bureau's Cash Room and reports from the Treasury's Cash Management System for cash receipts pertaining to the Division of Health Quality Assurance, EFTs, ACHs, Drug Rebates, and DSH/LIP.
Analyzes cash receipts to ensure all payments are accounted for, property posted, and for the correct amount.
Researches and resolves any discrepancies.
Prepares and processes adjustments, as needed.
Reconciles all cash receipts to ensure that FLAIR is in balance with all accounting subsystems.
Send unverified report daily and an updated Drug Rebate report weekly.
Completes verification process with the Bureau of Treasury for all deposits, including Journal Transfers, EFTs, ACHs and wires.
Receives, reviews, and requests federal draw requests through the Payment Management System and records the revenue in FLAIR.
Reconciles the activity in the federal Payment Management System with the transactions posted in FLAIR and maintains a spreadsheet of the reconciliation perfomed.
Perform other related duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS REQUIREMENTS
Six years of accounting experience and two years of supervisor experience.
A bachelor's degree and master's degree, in an accounting discipline can substitute for the accounting experience, on a year for year basis.
A bachelor's degree in a non-accounting discipline and three years of accounting can substitute for the accounting experience, on a year for year basis.
