This position functions as a technical expert to the Agency's Health Care Policy Program on subject matter related to transparency, health care cost savings, and other related projects. Under the supervision of the program director, the Program Consultant will apply this experience when researching, planning, developing, implementing, and monitoring programs, analyses, reports, contracts, amendments, solicitations, correspondence and presentations.

Position Objectives:

 

The incumbent in this position will report directly to the Agency for Health Care Administrator who leads and oversees the Health Care Policy Program. This position is responsible for planning, developing and implementing policies and procedures related to the program, as well as performing research and data collection.

 

Duties include, but are not limited to: 

•Conduct research by performing preliminary screening and article selection from literature searches, extract date from studies to be included in reports, and prepare and present research findings.

•Contribute to the drafting and revision of reports and protocols, including the drafting of supplemental issues; reviewing draft reports, edit, and proofread for content, and prepare and review tables, ensuring the accuracy of data.

•Remain informed about trends in health care policy

•Conducts research on assigned topics utilizing state library resources, archives, and collections, and other reliable sources of information (e.g., federal and state laws) to collect, record, analyze, and evaluate facts.

•Stay abreast of current publication guidelines utilized within the area of academic research (e.g., Publication Manual of the American Psychological Association).

•Develop and maintain program policies and procedures under health care policy to ensure that programs operate in accordance with the goals and objectives of the Agency, federal and state laws, rules, regulations, and guidelines.

•Develop policy language for health care policies.

•Track and monitor the routing and approval of all health care policy documents to ensure timely completion and adherence to Agency established deadlines.

•Provide technical assistance to ensure consistency in service/program operation and conformity with goals and objectives of the Agency, federal and state laws, rules, regulations, and guidelines.

•Provide technical assistance regarding service/program policies and procedures.

•Provide consultation through the accurate presentation of data and other service/program information.

•Advise higher-level management areas of improvement and/or concern and provide possible solution, as applicable.

•Identify and document training needs.

•Prepare presentations materials, as assigned

•Develop, coordinate, and implement statewide program training plans.

•Design, prepare, and evaluate training programs and materials.

•Conduct statewide and local trainings, as required.

•Participate on behalf of the Agency in local, state or national meetings, conferences, workshops, and seminars related to trends and developments in health care policy.

•Perform other duties and responsibilities as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of program planning, research, evaluation, systems and management analysis, and implementing and managing complex projects.

 

MINIMUM QUALIFICATIONS REQUIREMENTS

Four (4) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or engineering is required.

 

A bachelor's degree from an accredited college or university is preferred and can substitute for one (1) year of the required experience.

A master's degree from an accredited college or university can substitute for two (2) years of the required experience.

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the preferred college education.
