Position Overview and Responsibilities
This is a professional position performing highly responsible technical writing, consultative, and administrative work. This position will manage multiple Advance Planning Documents for Florida Medicaid programs. This position will be responsible for obtaining state and federal funding approvals for Florida Medicaid information technology projects and operations.
Specific Duties and Responsibilities include:
TECHNICAL WRITING: Research, analyze, and write Advance Planning Documents (APDs) for Florida Medicaid projects and operations following federal regulations, guidelines, and templates. Research, analyze, and write Operational Work Plans (OWPs) for Florida Medicaid projects following state regulations and guidelines. Responsibilities include:
- Accurately develop and document Planning Advance Planning Documents, Implementation Advance Planning Documents, as-needed APDs, Operational Advance Planning Documents, and Close-Out reports for Florida Medicaid projects and operations in accordance with federal regulations and guidelines including, but not limited to, Title 45 Code of Federal Regulations Part 95, Subpart F, Automatic Data Processing Equipment and Services- Conditions for Federal Financial Participation. Write original narrative utilizing project documentation, meeting participation, procurements, and contracts sources.
- Accurately develop and document quarterly Operational Work Plans to request the release of state funding held in reserve pursuant to the provisions of Chapter 216, Florida Statutes.
- Participate in budget planning and development activities. Analyze budget documents and integrate into Advance Planning Documents and Operational Work Plans.
- Manage assigned Advance Planning Documents; develop and maintain comprehensive knowledge of the corresponding Medicaid information technology project or operations, determine when an as-needed APD is required, develop the corresponding APD updates.
- Develop close-out reports for completed projects that no longer require federal funding.
- Maintain official files of record for assigned Advance Planning Documents and Operational Work Plans and supporting material.
- Conduct regular and ad hoc analyses of budgets, expenditure reports, projections, and other financial documents related to Advance Planning Documents for compliance with federal regulations, applicable funding restrictions and operating procedures.
- Participate in projects to maximize federal funding.
- Assist in the provision of technical assistance and guidance on federal funding for Medicaid information technology projects and operations for the Agency for Health Care Administration and sister state agencies.
- Support the audit and oversight processes, including assisting with drafting required audit responses.
- Assist the Supervisor with other assignments, as needed.
FEDERAL COMMUNICATIONS. Responsibilities include:
- Perform planning for monthly meetings with the Centers for Medicare and Medicaid Services (CMS).
- Develop monthly status reports for Medicaid information technology projects and operations for CMS.
- Facilitate and attend meetings with CMS.
- Research and develop written responses to CMS inquiries on matters pertaining to Medicaid information technology projects and operations and related Advance Planning Documents.
- Prepare presentation materials, summaries, and other documentation as needed for leadership briefings and CMS communications.
- Distribute federal communications to stakeholders.
RESEARCH AND ANALYSIS. Responsibilities include:
- Read and analyze federal regulations, policy updates, guidance letters, proposed rules, and final rules related to Medicaid information technology. Develop detailed written analysis and summaries of findings.
- Read and analyze state regulations, policy updates, proposed legislation, and state laws and rules related to Medicaid information technology. Develop detailed written analysis and summaries of findings.
- Read and analyze project information, procurements, and contracts pertaining to assigned Medicaid information technology projects and operations.
- Participate in related meetings and project activities.
SUPPORT LEGISLATIVE BUDGET REQUESTS. Responsibilities include:
- Develop verbiage for annual Legislative Budget Requests (LBRs) for Medicaid information technology projects.
- Develop supporting documents for annual LBRs including the Schedule IV-B, Risk Assessment, and any other templates provided by the Agency budget coordinator.
This position may be located on-site in the FX headquarters office in Tallahassee, FL, or in any of the AHCA Area Offices. A skills test will be administered during the interview process.

The employee must have strong skills in administration and organization including time and information management, budgeting, written and oral communication, interpersonal relations, and problem solving. The employee must be experienced in the use of computers for word processing, information management, communications, and data management. The employee must have experience in project management. Additional knowledge, skills, and abilities expected for this position are listed below.

Minimum Qualifications
- Five years of professional or technical writing experience.
- Two years of project management experience.
Preferences
- Preference for candidates with an active certification as a Project Management Professional (PMP) or a Certified Associate in Project Management (CAPM).
