This is complex, analytical health care regulatory work involving review of programs, developing policies and project tracking, analyzing data, writing reports, preparing operational manuals, and researching information at the direction of the Bureau Chief and Senior Management Analyst II in the Bureau of Health Facility Regulation (HFR).
This position will report directly to the Bureau Chief and will assist in overall Bureau functions.
Develops quantitative methodologies and conducts statistical analysis related to Agency programs and the achievement of Agency goals including:
•The timely programming of reports and dashboards as requested by the business units.
•Maintenance and willingness to learn business unit processes to aid with the development of accurate, relevant and useful reports and dashboards; consulting with Subject Matter Experts as needed.
•Identifying the most appropriate source of data and recommending the methodology for analysis.
•Locating, extracting, compiling, merging and manipulating large health care datasets with a variety of structured and unstructured data.
•Conducting ad hoc data queries as requested.
•Presenting analytical findings through effective data visualization through Tableau or like software.
•Maintaining a working knowledge of various health data sources within the Agency.
•Staying familiar with changes to the DataMart and other frequently used data sources.
Bureau Activities and Coordination –
Takes lead on analyzing reporting needs for the bureau.
Develops, maintains, and implements reports of HCPO data, including periodic assessments of health care program data and related mandatory reporting.
Serves as the backup DIG (Data Intelligence Group) member for the Bureau of Health Facility Regulation.
Prepares, provides technical assistance, and coordinates division and bureau activities including confidential and operational matters.
Activities include but are not limited to reporting; rule promulgation; special projects; legislative tracking; web updates; and emergency preparedness planning and response.
Prepares and compiles data on the management of projects and health care programs and provides a comprehensive overview with up-to-date information to the HFR Bureau Office.
Reviews health care provider programs, regulations and data to prepare materials relating to special projects and information requests from the HFR Bureau Chief.
This includes facilitating intra- and inter-agency meetings, preparing memos and reports, reviewing project drafts, ensuring timely submission of information for the bureau, monitoring deadlines and tracking projects to ensure Agency management are aware of key ongoing projects and information requests.
Rulemaking –
Assists lead bureau staff in rulemaking activities for the division including research, review of draft text and materials, indexing and filing of records and documents, consulting with agency staff as needed for projects, reviewing the agency’s annual regulatory plan and providing updates to leadership.
Legislation -
Researches, writes, reviews, and completes legislatively mandated reports, bill analyses and legislative special projects as assigned. Monitors legislative bills passed each year to determine how it impacts the Agency and if rulemaking is required adds it to the Agency’s annual regulatory plan.
Emergency Preparedness and Planning –
Handles or coordinates the bureau’s emergency preparedness and planning activities including scheduling staff coverage for provider call downs and assisting at the state emergency operations center during emergencies. Handles or coordinates other emergency preparedness activities as directed.
Maintains liaison with other offices within the Agency, health care professional associations and other individuals and organizations related to health planning and regulatory activities and represents the Bureau, Division and Agency at meetings and on committees regarding data system issues and other projects as assigned.
Performs other related duties as required.
A good attendance record is essential for any individual in this position as the work involved occurs daily and is time critical. The individual in this position is expected to report to work daily and on time. Leave must be requested in advance except in emergency circumstances not under the control of the employee.
KNOWLEDGE, SKILLS, AND ABILITIES
Skills in utilizing Microsoft Office Suite, including Excel, Word, Access, Visio, etc.
Experience with one or more statistical software packages (i.e. SPSS, SAS) or experience with writing SQL statements.
Ability to estimate and establish milestones on a project.
Ability to produce and maintain documentation of data and finished products in a wide array of formats targeted to an audience ranging from senior administrators to the public.
Knowledge of the methods of data collection and analysis.
Ability to collect, evaluate, and analyze data to solve problems, document work, and activities related to bureau operation.
Ability to plan, organize, and determine work priorities and ensure proper completion of work assignments.
Knowledge of basic project management.

MINIMUM QUALIFICATIONS REQUIREMENTS
Three years of professional experience in public or business administration, health care planning or regulation, or licensure, analysis, and monitoring of programs.
Two years of experience providing written and verbal communication is required.
Experience or knowledge in writing SQL and/or developing Tableau/like software dashboards is preferred.
Experience with VERSA Regulation or other licensing or enforcement systems is preferred.
A degree from an accredited college or university related to health care, public or business administration, or another field pertinent to the position’s scope of work can substitute on a year-by-year basis for the required work experience.
