The Agency for Health Care Administration is Florida's chief health policy and planning entity.
The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives.

Position Overview:
This position is ideal for a candidate with interest and skills in accounting and data analysis.
Basic strengths in accounting, economics, and statistical analysis are essential to carry out the tasks of this position.
Much of the analysis is done using excel spreadsheets, so familiarity and experience with excel is also critical.
The work done by this position helps ensure that the Agency has transparent high quality financial data for both hospitals and nursing homes so that consumers and regulators can make informed decisions.
It also helps ensure financial viability for new entities to provide critical services to vulnerable population.
This is a vital process to ensure the health safety and welfare of the residents and patients of the providers regulated by the Agency.
Specifically, the position will do the following:
Perform proof of financial ability to operate (PFA) reviews for Home Health Agencies, Nurse Registries, Home Medical Equipment companies, Skilled Nursing Facilities, Assisted Living Facilities, Clinics, Hospices, Hospitals, and all other health care entities that are required to submit PFA as part of the Agency’s licensure processes.
Perform the financial review portion of certificate of need (CON) applications which includes an analysis of the applicant’s ability to fund the project, the feasibility of the project, and an analysis of any cost savings as a result of increase competition due to the project.
Assist the CON analyst in evaluating and compiling statistical data from both internal and external sources.
Audit, analyze, and present findings of the financial statements associated with the FHURS (Florida Hospital Uniform Reporting System) and FNHURS (Florida Nursing Home Uniform Reporting System) , and other related data submitted by hospitals and nursing homes to the Agency.
Draft correspondence and final orders related to FHURS and FNHHURS reviews, including Public Medical Assistance Trust Fund (PMATF) assessments, and Health Care Responsibility Act (HCRA) eligibility.
Provides information and technical assistance to hospitals and nursing homes on the FHURS and FNHURS reports.
Assist with special projects and perform other reviews such as Gold Seal financial eligibility and Escrow accounts for exemption from the patient compensation fund.
All of the above require this position to maintain a current knowledge base on all regulations that affect the financial feasibility of health care entities regulated by the agency including issues and trends in Medicaid and Medicare rate setting.
A thorough understanding of economics, accounting, and statistical analysis is also necessary to accomplish the above duties and responsibilities.
The ability to explain the review process to experts and non-experts both verbally and in writing is essential.
Although rare, this position may be required to testify on the review process in an administrative hearing.
This position will be filled at the minimum salary of $1,907.10 biweekly and is non-negotiable.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Agency regulations, particularly rules and statutes associated with PFA reviews and rate setting.
Understanding of GAAP accounting and GAAS.
Knowledge and experience in using excel.
Ability to communicate effectively with non-accountants on financial issues.
Knowledge of OLFHURS and FNHURS.
MINIMUM QUALIFICATIONS REQUIREMENTS
Two (2) years of experience in accounting is required.
Preference will be given to candidates with a CPA license which can substitute for the required experience and/or a bachelor’s degree in accounting which can substitute for one (1) year of the required experience.
