Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Government Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Program Finance (MPF).
MPF manages and projects Florida’s $33.8 billion Medicaid Services budget, oversees financial reporting of the Agency’s contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers.
This position is responsible for designing and calculating financial allocation models for GME programs in accordance with state and federal law.
Preparing and making supplemental payments to eligible providers based on the allocation models.
Preparing quarterly and annual reports that detail the financial and quality outcomes of the programs for submission to the state legislature, Governor’s office, and federal government as required by state and federal law.
Working with other Medicaid Bureaus, other State Agencies, and external stakeholders to develop implementation and monitoring plans for each of the programs overseen by the GME unit.
Preparation of fiscal impact analyses, designing implementation plans, and submitting annual SPAs and Preprints for federal approval.
Ad Hoc analyses and reporting requested by Agency leadership and/or program stakeholders.
This position will be responsible for the implementation of the new Graduate Medical Education programs authorized by the legislature and Governor Ron DeSantis in SB 7016 and SB 330.
The incumbent will work closely with medical schools and other training facilities across the state to enhance the number of residents, fellows, dentists, nurses and other students who are integral to the healthcare infrastructure in the State of Florida.
In particular, the incumbent will design and calculate financial allocation models, prepare and make supplemental payments, and collect and analyze data for quarterly and annual reports as required by state and federal law.
This position will operate in a fast-paced environment and will be required to manage multiple simultaneous deadlines.
The incumbent will also be required to fill ad hoc requests on an as-needed basis by Agency leadership.
This is a high-visibility role, and the incumbent will be required to present professionally verbally and in writing and will be required to manage productive relationships with various stakeholders across the state.
Strong Excel skills are required to be successful in this position.
Skills in statistical software such as R or SAS will be helpful, but not required, as will skills in data visualization software such as Tableau or PowerBI.
This position is not a remote or telework position.

MINIMUM QUALIFICATIONS REQUIREMENTS
Two years of professional experience related to mathematics, budgeting, accounting, financial analysis, statistical analysis, or research.
Two years of professional experience using Microsoft Excel and Word.
At least two years of experience working with R and Tableau, or other statistical analysis software to manipulate and analyze multi-million record administrative databases.
Preference will be given to the candidates that have:
Professional experience writing official documents for state and federal requirements.
Experience related to budgeting or forecasting.
Experience interpreting, analyzing, and implementing state and federal language.
A bachelor's degree from an accredited college or university in a field such as accounting, finance, economics, mathematics, or statistics is highly preferred.
A master's degree in a compatible field, as mentioned above, can equate to two years of professional experience.
Professional experience as described above can substitute on a year-to-year basis for the preferred college education.
