Position Overview and Responsibilities

This position will serve as a Purchasing Liaison within the Office of FX Program Administration, responsible for managing and supporting procurement activities using SAP Ariba On-Demand (AOD). This position supports purchase order activities for the Office of FX, ensuring compliance with state purchasing regulations, facilitating vendor coordination, and optimizing procurement processes through the Ariba platform. The key responsibilities for this position are listed below.

 

Procurement & Compliance:

  • Serve as the liaison between the Office of FX and the Agency's procurement office, vendors, and IT staff to facilitate IT-related purchases.
  • Facilitate the procurement of IT hardware, software, and services, ensuring compliance with state purchasing regulations, including SAP Ariba On-Demand (AOD) and State Term Contracts..
  • Prepare Requests for Quotes (RFQs), purchase requisitions, change orders, renewals, and sourcing requests within Ariba.
  • Process receipts of commodities and services for invoice processing.
  • Review, approve and submit invoices to ensure all required documentation is included and correct financial codes are used.
  • Work with FX and Module Vendor staff to identify and define technical specifications for purchases
  • Maintain accurate procurement records and generate reports for auditing and compliance tracking.
  • Assist with budget tracking and expenditure reporting.
  • Perform other related duties as assigned

 

Other:

  • Assist in the development of documents and templates, editing and quality assurance functions to support FXPA procurement and contract management staff in the development of consistent contracts and procurements.
  • Perform quality reviews of vendor deliverables for adherence to FXPA standards.
  • Assist in the review, escalation and remediation of FXPA project risks, issues and action items, as needed.
  • Provide assistance and expertise to FXPA vendors in the use of Program templates, standards, tools and techniques.
  • Facilitate meetings, with an understanding of the common objectives and documenting and distributing meeting minutes, as needed. 

 

Knowledge, Skills, and Abilities

  • Principles and techniques of effective communication.
  • Administrative principles and practices.
  • Knowledge of State contracting policies and procedures.
  • Skilled in the MyFloridaMarketPlace (MFMP) in terms of Requisitions, Purchase Orders, Change Orders, required documentation and Invoicing.
  • Proficiency in Microsoft Office Suite and procurement reporting tools.
  • General understanding of the State Accounting Laws, policies, rules, and procedures and how they relate to the MFMP application.

 

Minimum Qualifications:

  • Two (2) years of experience in developing, reviewing, and issuing purchase orders utilizing MyFloridaMarketPlace (MFMP) in Ariba on Demand (AOD)

 

Preference will be given to applicants with:

  • IT Procurement experience
  • Experience with staff augmentation and/or management consulting services scope development
  • Florida Certified Contract Manager (FCCM)
