The Office of Florida Healthcare Connections is seeking a qualified candidate to fill the role of FX Risk and Issue Manager. This Risk & Issue Manager position is a key role in the Project & Program Support unit of the Office of FX Program Administration. The Risk and Issues Manager is responsible for identifying, analyzing, and mitigating risks and issues that may impact the organization's projects, operations, or strategic objectives. This role requires a proactive approach to risk management and problem-solving, ensuring that risks are effectively managed, and issues are resolved in a timely manner. Responsibilities include providing CRAIDL (Changes, Risks, Action Items, Issues, Decisions, and Lessons Learned) management, coordinating Delivery Assurance staff work, presenting at Executive Steering Committee Workgroups, and process improvement and business analysis for projects supporting the FX Program. The candidate should be highly organized, technically skilled, have strong team building and communication abilities, and be capable of managing multiple projects.

 

In this role, this position leads a blended team of Agency staff, Agency contract staff and vendor engaged resources in the implementation of FX Solutions and Products; in all, this position provides leadership to nine (9) people, including four (4) staff augmented positions and three (3) FTE direct reports.

 

The person filling this position is expected to supervise employees and lead them toward the successful execution of team and individual objectives. The incumbent for this position is expected to exercise sound judgement in the hire, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, and discipline of subordinate employees.

 

In addition to the above, the duties and responsibilities for this position are listed below:

• Oversee Delivery Assurance staff to ensure their assigned vendors are performing the right tasks, at the right time, and they follow established standards.

• Manage CRAIDL (Changes, Risks, Action Items, Issues, Decisions, and Lessons Learned) processes across the program. Proactively identify, track, and manage project CRAIDL indicators, working collaboratively with project and cross-functional teams to address root causes of issues and risks and promptly and develop action plans to resolve them. Provide insights into the effect CRAIDL items may have on Program milestones.

• Direct the work of Project Managers, schedule managers, and resource managers.

• Collaborate with Delivery Assurance staff, Project Managers, and other stakeholders to develop risk response plans and contingency strategies.

• Work within an established set of standards and develop and implement risk mitigation strategies and contingency plans to minimize potential threats to program objectives.

• Prepare and present risk and issue reports to senior management and stakeholders, including the Executive Steering Committee and its workgroups.

• Conduct semiannual program-wide risk assessments and updates, providing insightful analysis and recommendations, including streamlining of risks, to senior management, and evaluate the effectiveness of risk and issue management processes and make recommendations for improvements.

• Conduct risk and issue management training sessions for staff to promote awareness and understanding.

• Drive continuous improvement initiatives related to CRAIDL management processes and tools, enhancing efficiency and effectiveness.

• Stay current with industry best practices and emerging trends in risk management.

• Perform other duties as required.

 

ADDITIONAL INFORMATION:

This position may require occasional travel.

The FX Office is headquartered in Tallahassee, FL; however, the incumbent may be located in any of the counties in which there is an AHCA Area Office or in the FX Headquarters Office in Tallahassee, FL.

MINIMUM QUALIFICATIONS REQUIREMENTS

• At least three (3) years experience in risk management, issue resolution, or project management within large-scale public sector technology programs or similar complex environments.     

 

• Bachelor’s degree in Business Administration, Risk Management, Finance, Project Management, Computer Science, Engineering or a related field is preferred. An advanced degree can substitute for the specific degrees listed.
