Position Overview and Responsibilities

This position serves as the Incident Analyst for the Technical Architecture Unit, in the Office of Florida Health Care Connections (FX) at the Agency for Health Care Administration.  The Incident Analyst is responsible for maintaining the security and integrity of the organization's FX Solution's infrastructure. This role involves implementing, monitoring, and updating security measures to protect sensitive data and systems from unauthorized access, breaches, and other security threats. The Incident Analyst works closely with FX module solution partners, IT teams, and stakeholders to ensure compliance with security policies and regulations, identify vulnerabilities, and respond to security incidents.  This position reports directly to the FX Operations Manager.

 

Key Responsibilities:

•  Security Management:

         o Implement and manage security measures to protect FX solution IT systems, networks, and data.

         o Configure and maintain security tools such as firewalls, intrusion detection/prevention systems (IDS/IPS), antivirus software, and encryption protocols.

         o Monitor security alerts and logs, identifying potential threats and vulnerabilities.

 

•  Incident Response:

         o Respond promptly to security incidents, conducting thorough investigations and root cause analysis.

         o Coordinate with the Information Security Manager and solution partners to develop and implement incident response plans.

         o Document and report security incidents, including corrective actions and lessons learned.

 

•  Compliance and Auditing:

       o   Ensure compliance with relevant security standards and regulations, such as HIPAA, FISMA, NIST, and other industry-specific guidelines.

       o   Assist in preparing for and conducting security audits and assessments.

       o   Maintain up-to-date records of security policies, procedures, and compliance documentation.

 

•  Vulnerability Management:

       o   Perform regular vulnerability assessments and penetration testing to identify security weaknesses.

       o   Work with solution partners, and IT team to remediate vulnerabilities, applying patches and updates as necessary.

       o   Keep abreast of emerging security threats and recommend appropriate countermeasures.

 

•  Access Control:

       o   Audit user access to systems and data, ensuring that permissions are granted based on the principle of least privilege.

       o   Monitor and review user access logs, monitoring tools, and audit trails for unauthorized or suspicious activity.

       o   Implement and enforce strong authentication mechanisms, such as multi-factor authentication (MFA).

 

•  Security Training and Awareness:

       o   Conduct security training sessions for employees to promote awareness of security best practices and policies.

      o    Develop and distribute security awareness materials, such as newsletters, emails, and posters.

      o    Monitor employee compliance with security policies and procedures.

 

•  System Hardening:

     o     Apply security configurations and hardening measures to servers, workstations, and network devices.

     o     Regularly review and update security settings to protect against evolving threats.

     o     Work with solution partners to ensure security best practices are integrated into system designs and configurations.

 

•  Documentation:

    o      Maintain comprehensive documentation of security configurations, processes, and incident response procedures.

    o      Update documentation to reflect changes in the security landscape and IT environment.

    o      Ensure that all security-related documentation is accessible and regularly reviewed for accuracy.

Knowledge, Skills, and Abilities

•  In-depth knowledge of security tools and technologies (e.g., firewalls, IDS/IPS, SIEM).

•  Experience with vulnerability assessment and penetration testing tools (e.g., Nessus, Metasploit).

•  Familiarity with security standards and frameworks (e.g., NIST, ISO 27001, CIS).

•  Strong understanding of encryption protocols, authentication methods, and access control mechanisms.

•  Excellent problem-solving skills and attention to detail.

•  Ability to work in a fast-paced environment with shifting priorities and deadlines

•  Ability to participate in occasional on-call work to address security incidents or critical vulnerabilities.

•  Knowledge of cloud security best practices and technologies (e.g., AWS, Azure).

•  Strong communication skills and ability to work collaboratively with IT and non-technical stakeholders.

 

Minimum Qualifications

•  At least 3 years of experience in system security or incident response.

 

Preferences

•  Preference for candidates with experience conducting vulnerability assessments or penetration testing.

•  Preference for bachelor’s degree in Information Security, Cybersecurity, Computer Science, or a related field.

•  Preference for candidates who hold certifications such as CISSP, CISM, or CEH.

•  Preference for experience in healthcare, government, or other regulated industries.

•  Preference for familiarity with security standards and frameworks such as NIST, ISO 27001, and HIPAA.
