Position Overview and Responsibilities
This position serves as the Deputy Technical Operations Manager for the Technical Architecture Unit, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration. The Deputy Technical Operations Manager assists in overseeing and managing the technical operations of the FX unit. This role supports the Technical Operations Manager in ensuring the smooth and efficient operation of technical systems and processes. The Deputy Technical Operations Manager helps lead the team and requires a strategic thinker with strong technical expertise to drive operational excellence and support business objectives. This position also acts as a key point of contact in the absence of the Technical Operations Manager. This position reports directly to the FX Operations Manager.
Key Responsibilities:
Operations Management:
- Assist in the development and implementation of technical operational policies and procedures.
- Oversee daily technical operations, ensuring timely and accurate task completion, including managing escalation requirements.
- Support the monitoring, analysis, and reporting of service uptimes and operational performance to enforce SLAs and identify areas for improvement.
Team Leadership:
- Support the supervision, training, and mentoring of team members, fostering a culture of continuous improvement, responsiveness, and high performance.
- Assist in conducting performance reviews and providing feedback to team members.
- Resolve conflicts and ensure the team operates cohesively, acting as a secondary point of contact for team issues.
- Coordinate and manage projects to ensure they are completed on time and within budget.
Process Improvement:
- Identify opportunities for process improvement and assist in implementing effective solutions.
- Collaborate with the Technical Operations Manager to monitor and analyze KPIs to drive operational success.
- Help develop and maintain continuous improvement strategies.
Resource Management:
- Assist in managing the procurement of software, services, and other resources to ensure operational needs are met.
- Participate in vendor negotiations to ensure cost-effective purchasing.
Compliance and Risk Management:
- Help ensure compliance with industry regulations, company policies, and safety standards.
- Assist in identifying, documenting, and mitigating operational risks.
- Prepare and present operational reports to senior management as needed.
Customer Service:
- Maintain a high level of operational service by addressing complaints and issues promptly and effectively.
- Collaborate with other teams to enhance operational excellence and ensure customer satisfaction.
Knowledge, Skills, and Abilities
- Strong leadership and team management skills.
- Excellent problem-solving, organizational, and communication abilities.
- Proficiency in Microsoft Office Suite and operations management software.
- Ability to analyze data and make informed decisions.
- Strong problem-solving skills, time management skills, and attention to detail.
- Ability to work in a dynamic environment and manage multiple tasks simultaneously.
Minimum Qualifications
- A minimum of two (2) years of experience managing or overseeing Information Technology related technical operations.
- A minimum of two (2) years working with cross-functional teams, such as IT development, or technical business
Preferred Qualifications
- Experience working in the health care sector
- Certification in Project Management (PMP) or Six Sigma
- Experience in creating and implementing operational processes
- Experience in creating workflows for technical teams
- 5+ years of experience in IT operations management, with a focus on technical systems and processes.
