This position is located in the Office of FX Program Administration at the Agency for Health Care Administration.  The incumbent serves as the Contract & Performance Management Lead, overseeing all contractual and performance activities specific to the FX Modules and reports to the FX Program Finance & Contracting Manager. 

 

Required Minimum Qualifications:

•At least five years of contract management experience with any State of Florida Government Agency.

 

•Must successfully complete training in contract management and become a certified contract manager within six months of hire in accordance with section 287.057(15)(c), F.S.

 

Preference will be given to applicants who:

•Possess at least 5 years of experience managing contracts in excess of $5 million annually.

 

Specific Duties and Responsibilities include:

The incumbent in this position is responsible for coordinating work and supervising employees.  The incumbent is responsible for communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.  The incumbent in this position has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, and discipline subordinate employees supervised by the position or effectively recommend such action.

 

The incumbent in this position leads, develops, coordinates, and/or executes strategic planning activities for the Contract & Performance Management Unit, to assist in implementing goals, objectives and priorities of the Florida Health Care Connections (FX) Program.

 

Oversee FX contract management activities including but not limited to research, analysis, and development of contact requirements; drafting, routing and execution of contracts, amendments and renewals; SLA and performance monitoring and compliance; payment processing/tracking and manage vendors, which interoperate to create the FX Enterprise.

 

Oversee contract performance monitoring activities to ensure compliance of mandatory contract requirements, assist with the development of vendor Corrective Action Plans (CAP) requests and appropriate documentation within the terms and conditions of the contracts in the event conflicts and/or problems arise, including cases of poor performance or non-compliance with contractual obligations.

 

Maintain up-to-date knowledge concerning the Florida procurement standards, including pertinent state and federal statues, federal regulations, Florida administrative rules, and Department of Management Services policy.

 

Build and maintain productive working relationships with internal agency as well as external stakeholders (state and federal).

 

Assist in the development and coordination contract management standards for vendor accountability throughout the FX Enterprise.

 

Establish the operational handoff of contract management following the full implementation of an FX module.

 

Coordinate and participate in Special Projects, as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

•Knowledge of the contract management process, program evaluation, and data analysis.

•Knowledge of principles and practices involved in business processes and organizational planning and coordination.

•Proficient skills with Microsoft applications.

•Knowledge of Florida Statutes, Chapters 119, 287, 219 (and any other applicable to contracts and grants), Florida Administrative Code and policies and procedures related to contracts and grants.

•Working knowledge of MyFloridaMarketPlace (MFMP/AOD) and DMS managed resources for agency use (State Term Contracts, Alternate Contract Source, procurement through PRIDE/RESPECT, etc.).

•Working knowledge in developing bid specifications, scopes of work, and advertisements to procure goods/services.

•Working knowledge of developing, administering, and monitoring contracts.

•Ability to demonstrate adaptability and flexibility in handling multiple tasks.
