Position Overview and Responsibilities
The Project Manager position is within the FX Program Management & Support Unit in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration. Responsibilities include hands-on support of Project Management Office (PMO) processes, including Reporting, Scheduling and CRAIDL management, as well as managing transition and special projects, providing business analysis and process improvement, and assisting with management of the FX Portfolio. The incumbent should be highly organized, task-driven, detail-oriented, and able to timely follow assignments to completion. They must also be a good listener, have strong team building and communication abilities, and be capable of managing multiple projects. The incumbent should maintain excellent verbal and written communication with upper management to ensure smooth running of all assigned projects.
In addition to the above, the duties and responsibilities for this position are listed below:
Assist the FX Program Management & Support Manager and the Risk & Issue Manager with coordination of activities on projects supporting the FX Program, including Project Schedules, CRAIDL management, Delivery Assurance and Status Reporting.
- Manage FX transition and special projects and provide Business Analysis to support FX Program success for projects related to FX Program Administration, Governance and process improvement. This includes coordinating tasks, schedules and resources, ensuring FX and PMI Standards are followed, as well as directing and monitoring of work efforts and performing appropriate communication, escalation and quality review tasks.
- Assist with management of FX Portfolio, FX Projects Calendar, Meeting Coordination, and Project Portfolio Management tool administration. Provide Enterprise Program Management Office (EPgMO) support. This includes interfacing with FX module vendors, the Independent Verification and Validation (IV&V) vendor, other Program support vendors, internal and external project sponsors and stakeholders to support the FX Program. This role also assists in coordinating the completion of work with Agency and third-party vendors to implement the system and process improvements and assure Agency data and reporting quality.
- Provide Resource Management reporting, in collaboration with Project Managers, to ensure each project resource allocation is accurate and adequate for the successful execution and delivery of Medicaid Enterprise projects. This includes ensuring the necessary updates are made to the Resource Pool, as well as accurate identification, assignment and release of Agency resources in the project schedules.
- Engage team members and stakeholders and listen to effectively gather requirements needed to move forward with initiatives or process improvements in a manner that meets stakeholders' needs, including interfacing with technical teams supporting Project Portfolio Management applications and solutions, SharePoint and Power BI.
- Analyze documents, deliverables, work products, process definitions, and other artifacts for accuracy as requested.

Knowledge, Skills, and Abilities
- Proficient with Microsoft Project and Microsoft Planner.
- Proficiency in the use of the Microsoft Office Suite.

- Proven communication skills; both written and oral with technical and non-technical staff, all levels of management.
- Experience with Medicaid systems is a plus.
Minimum Qualifications
- Five (5) years of experience managing Information Technology or similar projects.
- Three (3) years of experience with process improvement initiatives.
Preferences
- Preference for candidates certified as a Project Management Professional (PMP).
- Proficient with Microsoft Project.
