Position Overview and Responsibilities

The Office of Florida Healthcare Connections is seeking a qualified candidate to serve as the Technical Operations Manager for the Technical Architecture Unit, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration. The Technical Operations Manager is responsible for overseeing and managing the technical operations of FX.  This includes ensuring the smooth and efficient operations of technical systems and processes.  The role requires a strategic thinker with strong leadership skills and technical expertise to drive operational excellence and support business objectives.  In this role, this position leads a team of four (4) Agency staff. This position reports directly to the FX Technical Architecture Manager. Examples of the duties and responsibilities for this position are below.

 

Operations Management:

  • Develop and implement technical operational policies, and procedures to ensure Agency's business operational functionality.
  • Oversee daily technical operations, ensuring tasks are completed in a timely and accurate manner, including managing escalation requirements.
  • Monitor, analyze and report on service uptimes and operational performance, helping enforce Service Level Agreements (SLAs) and to identify areas for improvement.

Team Leadership:

  • Supervise, train, and mentor team members, fostering a culture of continuous improvement, responsiveness, and high performance.
  • Conduct performance reviews and provide feedback to team members.
  • Resolve conflicts and ensure the team operates cohesively.
  • Coordinate and manage projects to ensure they are completed on time and within budget.

 

Process Improvement:

  • Identify areas for process improvement and implement effective solutions.
  • Monitor and analyze key performance indicators (KPIs) to drive operational success.
  • Develop and maintain continuous improvement strategies.

Resource Management:

  • Manage procurement of software, services, and other resources to ensure operational needs are met.
  • Participate in negotiation with vendors to ensure cost-effective purchasing.

Compliance and Risk Management:

  • Ensure compliance with industry regulations, company policies, and safety standards.
  • Identify, document, and mitigate operational risks.
  • Prepare and present operational reports to senior management.

Customer Service:

  • Ensure a high level of operational service is maintained.
  • Address complaints and issues promptly and effectively.
  • Work with other teams to enhance operational excellence.

 

Knowledge, Skills, and Abilities

  • Strong leadership and organizational skills.
  • Excellent communication and interpersonal abilities.
  • Proficiency in Microsoft Office Suite and operations management software.
  • Ability to analyze data and make informed decisions.
  • Strong problem-solving skills, time management skills, and attention to detail.
  • Preferred experience in health care sector, and certification in Project Management (PMP) or Six Sigma.
  • Ability to work in a fast-paced environment and manage multiple priorities.
  • Ability to travel with or without accommodations.

 

Minimum Qualifications

  • Minimum of three (3) years of experience in operations management or a similar role.

 

Preferred Qualifications

  • Experience working in the health care sector
  • Certification in Project Management (PMP) or Six Sigma.
