The Office of Florida Healthcare Connections is seeking a qualified candidate to serve as the Knowledge Management and Program Training Lead in the Transformation Unit, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration. In this role, this position leads a blended team of Agency staff, Agency contract staff and vendor engaged resources, providing leadership to four (4) team members, including three (3) FTE staff and one (1) staff augmented employee, all as direct reports. This position reports directly to the Manager of the Transformation Unit. FX is tasked with the modernization of the AHCA MES (Medicaid Enterprise Systems), driving a transformation of people, business processes, and technology. This position, and its Unit, are instrumental in coordinating and aligning business and technology in this transformation.

    

The person filling this position will be expected to supervise employees and lead them toward the successful execution of team and individual objectives. This will include leadership in the areas listed below:

 

• Exercise sound judgement in the hire, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, and discipline of subordinate employees. Create and recommend conditions for success in the management of projects, schedules and budgets.

 

• Oversee daily operations of staff, ensuring tasks are completed in a timely and accurate manner, including managing escalation requirements. Identify areas for process improvement and implement effective solutions. Monitor and analyze key performance indicators (KPIs) to drive operational success. Develop and maintain continuous improvement strategies.

 

• Ensure compliance with industry regulations, company policies, and safety standards; identify, document, and mitigate operational risks; prepare and present operational reports to senior management; and ensure a high level of operational service is maintained.

 

As Knowledge Management and Program Training Lead, the person filling this position will be expected to manage and oversee Knowledge Management and Training Program activities within FX Projects and FX Enterprise Training Operations. Examples of the responsibilities of this unit are below.

 

• Build and monitor Knowledge Management and Training Program KPIs for projects and continuous quality improvement activities.

 

• Utilize knowledge of Florida Medicaid processes, policies, and culture to guide development and management of integrated training objectives, training needs analysis, and integrated training plan, approach, and curriculum.  Identify FX Knowledge gaps and lead team to fill gaps through the creation and publication of Knowledge articles and Learning Management System (LMS) Training Material.

 

• Develop, implement, and manage integrated solutions for FX Stakeholders in AHCA Bureaus and Sister Agencies in order to ensure the successful transition of knowledge solutions.  Partner with Knowledge Champions on each Bureau’s learning needs, management culture, and learning styles.  Provide regular knowledge sharing sessions to AHCA Bureaus and FX Sister Agencies as needed.  Provide FX knowledge weekly reports to Transformation Lead along with recommendations for additional learning.

 

• Manage Knowledge Management and Training Program continuous quality improvement processes across modules and produce quarterly knowledge updates to FX Knowledge Champions, FX Leaders, and Module Vendors.

 

• Lead Unified Operations Center Enterprise Training Operations contractual project and operations SLMs and deliverables.

 

• Keep contact information up to date for Training Subject Matter Expertise Stakeholders, FX Knowledge Champions, Info Hub Knowledge Management Content Creation and Approvers per knowledge area.

 

• Build and manage FX Knowledge Management standards and process definitions to support FX Knowledge Management and Training Program.

 

• Build, Manage, and Execute a Training Operations Communications Plan.

 

• Manage and report on FX Knowledge Repository, including the management of versions, file-naming conventions and the determination of a document’s readiness for publication.

 

• Oversee FX Integrated Training to ensure Technical Environment Readiness for training needs, providing training on the software and other technical tools that will be used to receive and give the trainings and access the Knowledge Repository.

 

• Oversee logistical coordination for FX Knowledge Management and Training activities.

 

• Oversee UOC Vendor’s Learning Management System (LMS).

 

• Perform other duties as required.

 

MINIMUM QUALIFICAITONS:

• Minimum requirement of three (3) years of training experience in a professional environment.

• Minimum requirement of three (3) years of managerial experience.

 

Preference will be given to the candidate that has:

• Training experience in an office environment run on large information systems.

• Experience leading and/or managing a training team for large information systems.
