Position Overview and Responsibilities

This is a highly responsible professional position within the Office of FX Program Administration (FX).  This position serves as the FX Testing Center of Excellence (TCOE) Hiring and Training Manager and Communication Lead.  This position supports the modernization of Florida's Medicaid Management Information Systems. This incumbent should be highly organized, have proficient management, training, technical, business, communication, and team building skills. This employee must have a clear understanding of how testing fits into the organizational structure i.e., project, program, enterprise; administrative, technical, business systems and services.

 

Serves as back-up to the TCOE Manager and communicates test information to the FX Enterprise Project Management Office (EPMO) program managers, agency executives and sponsors, internal and external business partners, and the Centers for Medicare and Medicaid Services (CMS) Medicaid Enterprise Systems (MES) liaison during FX Design Development Implement and other agency entities as needed.

 

  • Hire, train, and manage staff augmented team members as TCOE test leads, test analysts, and automation staff, under the direction of the TCOE Manager

 

  • Manage TCOE Communication activities and ensure websites and dashboards for internal and external stakeholders remain up to date

 

  • Create and maintain TCOE staff training and supplemental materials

 

  • Participate in the FX Project Meetings to provide oversight and guidance for TCOE activities

 

  • Ensure testing-related contractual obligations are satisfied, specifically tracking, reviewing, and providing feedback of timely and high-quality delivery of plans, services, and activities required of vendors

 

  • Perform and complete other duties and special projects as assigned

 

This position is located at the FX Headquarters Office, in Tallahassee, FL, where the incumbent will be expected to work.

 

 

Knowledge, Skills, and Abilities

  • Proficient with Microsoft Visio, Microsoft Project, SharePoint, the Microsoft 365 Office Suite, and ALM tools, preference for Jira
  • Ability to work independently as well as in teams in order to meet deadlines;
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials;
  • Ability to conduct fact finding research, to work independently, plan, organize, and coordinate work assignments;
  • Proven communication skills, both written and oral, with technical and non-technical staff, and all levels of management;
  • Previous experience hiring and managing staff;
  • Must possess the ability to establish and maintain effective working relationships with others;
  • Goal oriented action focused, pragmatic and self-disciplined;
  • Strong analytical, problem-solving skills;
  • Experience with projects in multiple technologies and functions;
  • Ability to adapt quickly to changing priorities and work in a dynamic environment;
  • Ability to travel, with or without accommodations

 

Minimum Qualifications

  • At least 2 years of managerial experience for a team of at least five (5) direct reports
  • At least 2 years of training experience
  • At least 2 years of test experience in a multi-application, cross-functional team environment

 

Preferences

  • Preference will be given to applicants with communications experience
  • Preference will be given to applicants with these or similar certifications: PMP, certified contract manager, ISTQB Foundation, ISTQB Advanced Test Manager
