Position Overview and Responsibilities
This is a highly complex and analytical administrative position in the Office of Florida Health Care Connections (FX) within the Agency for Health Care Administration. It is a responsible position that provides consultative services to the FX Program Administration office on specified matters relating to the Florida Medicaid business requirements, policies, and procedures. The incumbent in this position will have the responsibility for ensuring that FX complies with applicable federal and state regulations in procurements, projects, and operations and as assigned by the administrators of FX.
The incumbent will serve as the back-up to the Manager of the MITA Business Architecture (BA) and Medicaid Enterprise Systems (MES) Certification Unit and be expected to communicate status information to the FX Enterprise Project Management Office (EPMO) program managers, agency executives and sponsors, internal and external business partners, and the Centers for Medicare and Medicaid Services (CMS) MES liaison, and other agency entities as needed. In addition, the incumbent will be responsible for the responsibilities below.
Provide MES subject matter expertise regarding CMS requirements and expectations of the State Medicaid Program for CMS certification of the implemented systems as the MES Certification Lead for the Agency for Health Care Administration. Work closely with representatives from CMS, the Agency, and MES vendors to ensure the resulting replacement systems for the MES meet federal guidelines to ensure the ability of the state to receive enhanced funding for maintenance and operations of the MES.
Provide subject matter expertise in FX procurement activities. Participate in the FX project design and implementation. Participate in FX program and project activities including analyzing FX MES requirements and solution designs for compliance with CMS certification of FX modules. Facilitate the exchange of information between policy and technical staff for the effective implementation of Medicaid business requirements solutions. Analyze federal laws, regulations, and guidance related to MES certification.
Provide oversight to MITA BA and MES Certification Vendor management of certification activities in FX projects, as assigned, according to the principles described in the guidelines for Project Managers known as the Project Management Body of Knowledge (PMBOK) and CMS Streamlined Modular Certification. Provide subject matter expertise through all phases of a project from initiation though close-out. These responsibilities involve assisting in the development of Advanced Planning Documents (APDs) and solicitation documents as it relates to assigned FX projects.
Maintain up-to-date knowledge concerning the Florida Medicaid program, including pertinent statutes, Florida state plan for Medicaid, Florida administrative rules and regulations of the federal Department of Health and Human Services and program manuals for both state and federal guidance. Remain informed about Medicaid activities for the Agency for Health Care Administration Medicaid operations, about the operation of the fiscal agent contractor and about the transition from the current FMMIS to a modular MES. Maintain knowledge of Medicaid program financial and statistical information at both the state and national level.

Knowledge, Skills, and Abilities
- Knowledge of State of Florida and Federal Medicaid Policy.
- Knowledge of the delivery of health care services.
- Knowledge of the Florida Medicaid Management Information System (FMMIS).
- Experience using Microsoft Office programs, including Word, Excel, PowerPoint, Project, Visio, and Outlook.
- Experience in executive communications and organizational support, including liaising with customers and other project stakeholders.
- Experience being organized, while managing multiple tasks effectively and delivering quality outcomes on time.
- Experience researching and applying Federal and State policy.
- Experience in CMS Streamlined Modular Certification (SMC) methodology.
- Experience developing performance metrics and reporting to management and executive staff.

Minimum Qualifications
- Four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.

- Preference for candidates with a bachelor's degree in a related field (e.g., business administration, public administration, healthcare administration).
