Position Overview and Responsibilities

This is a highly responsible professional position within the Office of FX Program Administration (FX).  This position serves as a special projects implementer to the FX Testing Center of Excellence (TCOE). This position supports the modernization of Florida's Medicaid Management Information Systems. This incumbent should be highly organized, have proficient technical, business, communication, and team building skills, and be able to prioritize and shift focus for multiple concurrent projects and activities. This employee must have a clear understanding of how testing fits into the organizational structure i.e., project, program, enterprise; administrative, technical, business systems and services.

 

Duties and Responsibilities

Assist the TCOE Manager and the TCOE Coordinator in the execution of TCOE meetings with vendors, contractors and Agency staff, including support provided in regular meetings to identify problems and shortfalls and proposes solutions; facilitating the gathering of people for action to lead and complete a project and/or solutions;

 

Perform documentation management, including the creation of written reports and presentations and fact-finding research as assigned, being able to adapt to multiple assignments, gather information and present in a consumable and actionable style.

 

Ensure compliance of testing objectives, gaining and ensuring understanding of business and contract requirements, assisting module vendors in elaborating all testable requirements to meet the business need; validating testable requirements are elaborated enough, working with SMEs and vendors to document accurately; ensuring that products, applications, and systems are in compliance with established quality standards, and meet customer requirements.

 

Write and execute user acceptance test scripts as assigned. Review and contribute to each vendor’s test plans and any other test-related documents or other assigned deliverables.

 

Contribute to overall TCOE and FX Program strategy through the performance and completion of other duties and special projects as assigned.

Knowledge, Skills, and Abilities

•  Strong customer service, communication, coordination, and organizational skills

•  Experience with projects in multiple technologies and functions;

•  Experience with understanding new business processes and how business needs relate to testable requirements with a new system and across systems

•  Ability to adapt quickly to changing priorities and work in a dynamic environment;

•  Proficient with Microsoft Visio, Microsoft Project, SharePoint, the Microsoft 365 Office Suite, and ALM tools, preference for Jira

•  Ability to work independently as well as in teams in order to meet deadlines;

•  Ability to organize data into logical format for presentation in reports, documents, and other written materials;

•  Ability to conduct fact finding research, to work independently, plan, organize, and coordinate work assignments;

•  Proven communication skills, both written and oral, with technical and non-technical staff, and all levels of management;

•  Proficiency in end-user based testing practices with knowledge of SIT, Regression, and User Acceptance Testing

•  Must possess the ability to establish and maintain effective working relationships with others;

•  Goal oriented action focused, pragmatic and self-disciplined;

•  Strong analytical, problem-solving skills;

•  Ability to elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, mapping of business processes, use cases, task and workflow analysis;

 

Minimum Qualifications

•  2+ years of relevant business or project management work experience

•  2+ years of testing experience in a multi-application, cross-functional team environment

 

Preferences

•  Preference will be given to applicants with these or similar certifications: PMP, certified contract manager, ISTQB Foundation, ISTQB Advanced Test Manager
