Position Overview and Responsibilities
This position serves as a member of the Transformation Communications team, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration and reports directly to the Transformation Communications Lead. FX is tasked with the modernization of the AHCA MES (Medicaid Enterprise Systems), driving a transformation of people, business processes, and technology. This position, and its Unit, are instrumental in coordinating and aligning business and technology in this transformation.
At a high level, this position will assist the Transformation Communication Lead in the execution of FX Communications results through meetings with vendors, contractors and Agency staff, including support provided in regular meetings to building and distributing user communications on FX Products and solutions to advance the outcomes of the FX Program.
This will also help ensure compliance of Transformation Unit objectives, gaining and ensuring understanding of stakeholder needs and change impacts, assisting module vendors in building and executing technical help and communications to meet the business need; validating work products, working with SMEs and vendors to build frequently asked questions, glossary of terms, user documentation, produce overviews, software release communications, news and announcements, building and distributing technical communications; ensuring that products, applications, and systems are in compliance with established quality and AHCA branding standards. The primary responsibilities for this position are detailed below.
Creating and delivering FX Communications
- The incumbent will facilitate clear and concise stakeholder communications for FX projects and system operations.
- The position will contribute to content development and tracking of FX Communication materials and events to incorporate accurate, timely, and relevant FX project and program updates into weekly, monthly, quarterly, annual internal and external stakeholder communications for FX Insight, FX Summit, Videos, FX External Websites, FX Enterprise Portal, FX Director updates, FX Leadership talking points, FX Change Champions, FX Q&A response procedures, and FX Knowledge Repository.
- Execute FX Communications standard procedures and process definitions.
- Updating stakeholder contact information for FX communications distribution and providing direction to vendors on stakeholder information.
Assist with Communication Tools, Branding and Marketing
- Build communications for FX system alerts, training and functionality release notes notifications.
- Build and execute customer service surveys.
- Process FX branding and marketing activities.
- Develop FX Infographics.
Oversee FX Correspondence
- Process FX mailbox, FAQs, and Feedback content and responses on FX Communications team. Contribute to improving customer support by actively responding to queries and handling complaints. Follow-up with FX stakeholders and customers to identify areas of improvement. Set specific FX customer service standards for timeliness and accuracy and provide regular reports to leadership. Provide customer feedback to the appropriate internal teams.
Communications Education and Oversight
- This quasi-technical position is responsible for working with customers and stakeholders to understand Medicaid application software and internal and external system user workflows.
- The incumbent in this position will be expected to drive technical teams to produce clear and concise user communications from complex technical documentation.
Other Duties as Assigned
- Create written reports and presentations and fact-finding research as assigned, being able to adapt to multiple assignments, gather and present consumable and actionable operational recommendations.

Minimum Qualifications
- A minimum of two (2) years of experience using Adobe Creative Suite and/or other design applications such as Doodly, Canva, or Pixton.
- At least 3 years of relevant, documented professional or technical experience creating marketing campaigns, communication materials, and/or graphic design for an organization
- A bachelor’s degree from an accredited college or university in Marketing, Communications, or other related field, can substitute on a year to year basis for the required experience described in the minimum qualifications.
Preferences
- Experience preparing executive communications and organizational support, including liaising with customers and other project stakeholders.
- Experience in communications, public relations, or marketing.
- Experience in working healthcare, Medicaid, or public health sectors, ideally working with IT systems or digital transformation projects.
