Position Overview and Responsibilities
This position serves as the Managed File Transfer (MFT) Administration Lead for the Technical Architecture Unit, in the Office of Florida Health Care Connections (FX) at the Agency for Health Care Administration. The MFT Administrator is responsible for the day-to-day operations, maintenance, and support of the Managed File Transfer (MFT) platform. This role ensures that file transfers are executed securely and efficiently, meeting the organization’s requirements for reliability and compliance. The role requires technical expertise and critical thinking to drive operational excellence and support business objectives. The MFT Administrator works closely with the FX Operations Manager to implement configurations and supports solution partners and business users in troubleshooting and resolving issues related to file transfers.
Key Responsibilities:
- Platform Management:
- Oversee the daily operation of the MFT platform, ensuring file transfers are completed accurately and efficiently.
- Perform routine maintenance tasks, including system updates, patching, and monitoring of the MFT platform.
- Implement and manage user accounts, permissions, workflows, and security settings in the MFT system.
- Monitoring and Troubleshooting:
- Monitor MFT system performance and proactively identify and resolve potential issues.
- Troubleshoot and resolve file transfer failures, connectivity issues, and other operational problems.
- Coordinate with FX Duty Manager to escalate issues as required.
- Generate and review logs and reports to ensure all file transfers comply with internal policies and external regulations.
- Security and Compliance:
- Ensure all file transfers are secure, utilizing encryption and secure protocols as required by Agency standards and compliance requirements.
- Assist in auditing and reporting activities to demonstrate compliance with relevant regulations, such as HIPAA, FISMA, and NIST guidelines.
- Work with the FX Operations Manager to implement security measures and policies.
- Process Improvement:
- Collaborate with the FX Operations Manager to identify areas for operational improvements within the MFT environment.
- Automate routine tasks and processes to enhance efficiency and reduce manual intervention.
- Contribute to the development of best practices and operational procedures.
- User Support:
- Provide technical support to internal teams and external partners using the MFT platform.
- Assist in the onboarding of new users on the MFT system.
- Document and communicate operational procedures, troubleshooting steps, and best practices to users.
- Integration and Implementation:
- Support the integration of new file transfer workflows and solutions as directed by the FX Operations Manager.
- Assist in the configuration of new file transfer connections, including SFTP, FTPS, AS2, and other secure protocols.
- Ensure smooth implementation of changes and updates to the MFT platform.
- Documentation:
- Maintain comprehensive documentation of system configurations, processes, and operational procedures.
- Keep logs of incidents, changes, and resolutions to support audit requirements and continuous improvement.
- Update documentation as needed to reflect changes in the MFT environment.

Knowledge, Skills, and Abilities
- Strong understanding of secure file transfer protocols (e.g., SFTP, FTPS, AS2) and encryption methods.
- Experience with system monitoring tools and troubleshooting methodologies.
- Excellent problem-solving skills and attention to detail.
- Ability to work on occasional on-call work to address critical operational issues.
- Ability to work in a dynamic environment and manage multiple tasks simultaneously.
- Strong communication skills and ability to work collaboratively with technical and non-technical stakeholders.
Minimum Qualifications
- At least three (3) or more years of experience in IT administration with a focus on Managed File Transfer (MFT) systems.
Preferences
- Preference for familiarity with MFT tools such as Oracle's OCI MFT platform, GlobalScape, or similar.
- Preference for experience working in healthcare, government, or other regulated industries.
- Preference for certifications related to file transfer systems or information security standards such as HIPAA or NIST.
- Preference for experience working with secure file transfer protocols such as SFTP, FTPS, or AS2.
- Preference for experience working with scripting tools such as Python or PowerShell for automation in IT environments.
