Position Overview:

The Enterprise Innovation and Technology Deputy Secretary provides executive leadership and strategic direction for the agency’s enterprise technology, data, and innovation portfolio.

This position oversees both the Enterprise Information and Technology Division and the Enterprise Strategy and Governance Division, ensuring alignment of technology infrastructure, data management, and business architecture with the agency’s mission, strategic priorities, and enterprise performance goals.

 

The Enterprise Innovation and Technology Deputy Secretary serves as the principal advisor to agency leadership on enterprise modernization, digital transformation, and strategic governance, driving initiatives that promote efficiency, accountability, and cross-functional collaboration across all program areas.

 

Key Responsibilities:         

Strategic Leadership and Governance

 

•              Develop and implement an integrated enterprise technology and strategy roadmap aligned with the agency’s mission and statewide priorities.

•              Establish and oversee governance frameworks for technology investments, data management, and enterprise performance.

•              Ensure alignment between business needs, technology solutions, and operational processes across all divisions.

•              Lead strategic planning efforts related to innovation, digital transformation, and process improvement.

•              Act as a visionary leader who inspires and empowers the team to achieve key strategic goals, fostering a shared sense of purpose and direction.

 

Enterprise Information and Technology Oversight

 

•              Direct the planning, delivery, and maintenance of secure, reliable, and scalable technology systems and infrastructure.

•              Oversee enterprise cybersecurity, application development, systems integration, and IT service delivery.

•              Promote the use of enterprise technology standards and shared services to drive efficiency and cost-effectiveness.

 

Enterprise Strategy and Innovation Oversight

 

•              Lead enterprise-level initiatives for data governance, analytics, and interagency data management.

•              Oversee the Project and Portfolio Management Office to ensure initiatives are prioritized, resourced, and executed effectively.

•              Direct the Enterprise Business Architecture function to align business processes and capabilities with strategic objectives.

•              Foster a culture of innovation, continuous improvement, and evidence-based decision-making across the agency.

 

Collaboration and Stakeholder Engagement

 

•              Serve as the agency’s primary liaison on enterprise technology and data initiatives with state and federal partners.

•              Collaborate with other departments, agencies, and external stakeholders to advance statewide data-sharing and digital transformation efforts.

•              Represent the agency in statewide governance committees, councils, and interagency working groups.

•              Foster an environment where ideas can be freely exchanged, leading to enhanced problem-solving and innovation.

•              Ensure clear communication so that stakeholders at all levels understand the strategic objectives and their roles in achieving them.

 

Leadership and Management

 

•              Lead, mentor, and develop a high-performing team of IT and strategy professionals.

•              Oversee budget, contracts, and resource allocation for technology and enterprise strategy functions.

•              Ensure compliance with all applicable state and federal regulations related to technology, data security, and records management.

•              Establish a framework for accountability, ensuring that staff are held responsible for their performance while providing the necessary support and resources to help them succeed.

MINIMUM QUALIFICATIONS REQUIREMENTS

10+ years of progressive leadership experience in IT management, enterprise architecture, or strategic planning—preferably in a public-sector or large enterprise environment.

 

•Bachelor’s degree in Information Technology, Business Administration, Public Administration, or a related field; Master’s degree is preferred.

 

Preference given to candidates with:

•Proven experience leading large-scale transformation initiatives and cross-functional teams.

•Deep understanding of enterprise governance, cybersecurity, data analytics, and digital innovation.

•Demonstrated ability to drive strategic outcomes through collaboration and organizational alignment.
