POSITION DESCRIPTION:

This position acts as the Information Security Manager for the Agency and oversees the development and implementation of the Information Security compliance with all Agency policy as well as state and federal rules and law.

 

This position serves as the Chief Information Security Officer for the Agency including during response to federal oversight entities as well as serving as the Local Agency Security Officer for Criminal Justice Information system data.

 

This position leads the development of security policies, procedures, standards, and guidelines and ensures that the Agency staff is educated on the various security risks to which the Agency may be exposed; monitors compliance with security standards; takes an active role in the Agency information technology monitoring and reporting activities.

 

This position leads coordination and alignment with the security tools from the State Central Security Operations Center with the Florida Digital Service.

 

This position is responsible for implementing and managing the Agency-wide Information Technology Security Training Program.

 

This position directs and coordinates Information Technology Disaster Recovery planning with the Department of Management Services (DMS) and other partners in support of the Agency Continuity of Operations Plan of Agency headquarters and Agency area offices.

 

The incumbent is responsible for the coordination of the Agency Computer Security Incident Response Team (CSIRT) requiring both quarterly updates and ad hoc meetings with members.

 

This position establishes and leads cross-functional teams with divisional representatives to identify, define, construct and implement security schemes and perform risk analysis.  The results of this risk analysis are highly confidential.

 

This position coordinates the periodic review and analysis of existing security policies and procedures, updating and promulgating to Agency staff where necessary or prompted by incident, event, changes in technology or configuration, or changes to federal or state standards.

 

This position creates and provides regular review and update of an Agency-wide security-training program, which includes contract staff with network access.  Specific training will be given to the high-risk roles of administrative privilege users, financial leadership, Human Resources leadership, and Agency executive leadership in addition to the standard agency-wide training.

 

The incumbent is responsible for ensuring that the Agency's Computer Resource Center (CRC) physical access policies and procedures are understood and followed.

 

The incumbent is responsible for the coordination of the Agency information security risk management process.

 

This position is responsible for the development of a strategic information security plan and associated operational information security plan.

 

Responsible for communicating with, motivating, training, and evaluating employees, and planning and directing employees' work.  Effectively recommends actions such as hiring, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees.

 

This position has been identified as mission essential. 

The incumbent in this position may be required to work during the weekend or on holidays. 

In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency work may involve the incumbent working in another county or staffing location to assist other State Agencies with emergency work. 

Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

MINIMUM QUALIFICATIONS REQUIREMENTS

* 5 years of professional experience in Information Technology security, cybersecurity, or IT risk management.

* 2 years of experience supervising or leading staff in an Information Technology or cybersecurity environment.
