This is a highly responsible Systems Project Consultant - Project Manager position within the Division of Information Technology (IT) for the Agency for Health Care Administration.  The incumbent manages multiple large projects that support IT's strategic plan, legislative requirements, process improvements, and system enhancements. The candidate must be highly organized, possess excellent team building and communication skills, and can manage multiple projects.

 

The duties & responsibilities for this position include the following:

 

* Manage assigned projects by following industry standard project management methodology such as the Project Management Institute's (PMI) current Project Management Body of Knowledge (PMBOK), Rule 60-GG F.A.C, and AHCA ISDM methods and standards;

 

* Collaborate with the business sponsor to determine project vision, scope, and business requirements; articulate conceptual, logical, and physical design of the project; develop and manage project schedule for the full life cycle of the project; facilitate meetings to coordinate business experts and technical staff tasks and milestones for project development and implementation; report and communicate project status with team members and Agency management;

 

* Complete AHCA IT Information System Development Methodology (ISDM) documentation as required;

 

* Provide business analysis, or guide assigned Business Analysts, for assigned projects. This includes, but is not limited to, creating process maps and working with business units to gather general requirement information. Work includes conducting interviews, Joint Application Design (JAD) sessions, documenting analysis, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis;

 

* Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis;

 

* Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and assist customers to distinguish user requests from the underlying true needs;

 

* Develop feasibility studies as assigned to include risk analysis, cost benefit assessments, return on investment; and

 

* Perform other duties as required.

 

SALARY: $28-35 per hour, commensurate on experience.

KNOWLEDGE, SKILLS, AND ABILITIES:

* Experience using project management and/or work management tools such as Azure DevOps, Jira, or Microsoft Project.

* Experience using diagramming tools such as Microsoft Visio.

* Experience using Microsoft SharePoint.

* Ability to manage multiple projects.

* Ability to establish and maintain effective working relationships with others.

* Ability to work independently as well as in teams.

* Ability to create organizational maps and map business processes.

* Ability to plan and meet deadlines.

* Ability to plan, organize, and coordinate multiple projects and work assignments.

* Ability to communicate effectively orally and in writing.

 

MINIMUM QUALIFICATIONS:

* Five (5) years of professional experience managing information technology projects utilizing the Project Management Institutes' methodologies and best practices.

* Preference will be given to those who possess a Project Management Profession (PMP) or Certified Associate in Project Management (CAPM) certification.

* Preference will be given to candidates with a Bachelor's degree in business, technology, or management from an accredited college or university.
