This position is a full time OPS Systems Project Consultant position, anticipated to be filled at a rate of $25.00 per hour, budgeted for a 40 hour workweek. This position may involve travel related activities from 1-25%.

This is an exciting opportunity within the Agency’s Bureau of Medicaid Program Integrity (MPI).  MPI serves as the primary organizational unit within the Agency for the purposes of prevention, detection, and recoupment/enforcement related to Medicaid program oversight, as well as the lead unit for compliance with contractual and statutory requirements related to fraud and abuse activities.  MPI has several sub-units that serve the overall bureau mission.  Among those sub-units are teams working toward the detection of fraud, abuse, and waste in the Medicaid program (detection units), teams working to strategize the use of bureau resources to maximize fraud prevention efforts (prevention units), teams involved with the oversight and investigation of Medicaid managed care organizations (managed care units), and teams involved with the auditing and recovery of overpayments related to specific Medicaid providers (overpayment recoupment units). 

This OPS Systems Project Consultant position will report to the Program Administrator supervising the Data Analysis Unit and will support the detection and prevention of fraud, abuse, and waste efforts within the Bureau of Medicaid Program Integrity (MPI). 

The selected candidate will assist in detecting and developing leads related to fraud, abuse, and waste through research and analysis of complex health and business-related data.  Included in the functions of this position are activities such as:

  • Querying data in SQL and Oracle and utilizing data reporting packages such as Business Objects, MS Access, Excel, and Tableau.
  • Developing analyses using statistical software such as SAS and R and programming tools such as Python and Visual Studio.
  • Identifying, analyzing, and interpreting trends or patterns in complex data sets.
  • Creating reports, graphs, and data visualizations to define metrics and demonstrate findings.
  • Extracting large data sets from primary or secondary data sources, including data warehouses and public data repositories.

  • Knowledge of programming (e.g. Python, VBA, SAS, R, etc.).
  • Knowledge of mathematical and statistical concepts.
  • Knowledge of advanced Microsoft Excel features.
  • Knowledge of data mining principles, practices, and techniques.

  • Ability to communicate technical observations or concepts to non-technical stakeholders.

  • One year of experience in an analytical field with a focus on programming, or statistics.
  • One year of experience working with large data sets that may include data warehouses and public data repositories.


A bachelor's degree from an accredited college or university in data analysis, informatics, information systems, business intelligence, mathematics, statistics, actuarial science, is preferred or

A master's or doctorate degree from an accredited college or university in mathematics, statistics, actuarial science, or informatics is preferred.
Preference will be given to candidates with a related degree from an accredited college or university.
Experience as described above can substitute on a year-for-year basis for the preferred college education.
