The Work You Will Do:

This position serves as a Project Manager within the Division of Workforce Services and plays a key role in the FL WINS Program. The FL WINS Program is a multi-agency collaboration to integrate multiple workforce services program websites. In this role, the incumbent will be assigned to the Florida Department of Education (DOE) to represent DOE on the FLWINS Program Management Team. As a part of the FL WINS Program Management team, the incumbent will implement solutions using best practices based on Project Management Institute (PMI) standards. Additionally, this exciting role will involve agency coordination, public speaking, contract oversight, strategic planning, and budget reviews.

This position will be located onsite at the Florida Department of Education. Additionally, the incumbent will occasionally work onsite at DEO. The position is eligible for occasional remote working/teleworking.

Your Specific Responsibilities:


This position is employed by the Florida Department of Economic Opportunity (DEO) and serves as a project manager supporting the Florida WINS (FL WINS) Program. The role will represent the Florida Department of Education (DOE) as a member of the FL WINS Program Management Team. Responsibilities include managing the overall planning, execution, delivery, and transition of multiple projects of high complexity. Duties include coordinating efforts across several teams, managing project issues and risks, and closely monitoring and controlling projects. This position will be required to liaise, analyze, plan, and evaluate the business needs of the stakeholders. Responsibilities include managing customer expectations, proactively closing expectation gaps, and ensuring projects are executed under strategic guidelines and standard governance practices.  

Project Manager for FL WINS

  • Works with all FL WINS stakeholders and other staff to coordinate program management activities
  • Assist the Program Management Team to be effective and efficient in managing projects
  • Support long-range strategies and administers policies and procedures to achieve operational objectives
  • Creates, manages, and ensures adherence to project management processes, policies, and procedures, including those identified in the enterprise project management governance process.             
  • Works with staff and leadership to identify business technology program requirements and scope.
  • Guides efforts to procure services and systems, such as coordinating deliverables and negotiating vendor contracts
  • Monitors team progress by attending regular team meetings to assess risk, identify conflicts, barriers, and issues, and facilitate the development of resolutions and action plans.
  • Coordinates reports of team progress to upper management through regular status updates, maintaining all required documentation for visibility into team efforts.
  • Works to ensure the use of project management tools and programs to effectively track, monitor, manage projects.
  • Assists and participates in internal and external audits/evaluations of project management procedures and activities
  • Manages multiple tasks, activities, and/or projects to ensure they are effectively tracked, follows FL WINS Program, DEO and DOE documentation standards, and remains on schedule, within scope, and within budget.
  • Participates in budget reviews, Legislative Budget Request (LBR) analysis and legislative discovery for initiatives.
  • Assists with reviewing and analyzing newly enacted state legislation and proposed legislation to prepare impact assessments.
  • Creates, updates, and reviews documentation as required based on the project management methodology used.
  • Assists with quality assurance of assigned team member work products.
  • Assists with recruitment and retention activities to develop staff and team, as needed. 
  • Identifies and monitor training needs for the team.
  • Other duties as assigned.

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.  



  • Two (2) years of project management experience.



  • Possess one of the following certifications:
    • CCBA from IIBA
    • CBAP from IIBA
    • PMP
    • PMI BA          
  • Possess a Florida Certified Contract Manager certification
  • 5+ years of Project Management experience
  • Business Relationship Management experience
  • Change Management experience
