The Work You Will Do:

The Senior Info Tech Business Consultant - SES is a member of the Strategic Business Support team of the Division of Information Technology. This role is the Manager of Information Technology (IT) Project Management and includes supervision of a project management and business analysis team. The incumbent in this position leads a team of business analysts who elicit functional requirements, develop business cases, and propose IT solutions to meet the needs of our business partners, as well as a team of project managers who plan, coordinate, and execute projects to realize the proposed IT solutions. The incumbent will assist in the creation and management of staff training and development plans to ensure continuous improvement of skill and performance, update IT policies and procedures, clarify and mature project management and business analysis methodology and roles, and be responsible for other project management governance documentation.

Pay: 

 

$65,000 – $80,000 Annually

 

Your Specific Responsibilities:

Reporting with FloridaCommerce’s Division of Information Technology, this position serves in a supervisory position for an information technology (IT) Project Management team with a focus on portfolio management, project management and project management services. This position supports software development and ongoing operations for various projects from conception, initiation, requirements, design, development and testing, deployment, and support.

 

“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

 

Portfolio and Project Management

  • Oversees the management of projects from initiation through closure phases.
  • Creates, manages, and ensures adherence to project management processes, policies, and procedures, including those identified in the enterprise project management governance process.  
  • Works with IT Operations, IT Strategic Business Support, RA-IT and other IT staff to coordinate project management activities.
  • Leads and coordinates IT and customer meetings regarding project management processes, governance, methodologies, and statuses.
  • Works with division staff and leadership to identify business technology needs and issues.
  • Works with division staff and leadership to identify and document project requirements, scope and other applicable processes and procedures. 
  • Ensures the use of project management tools and programs to effectively track, monitor, manage projects.
  • Assists and participates in internal and external audits/evaluations of IT project management procedures and activities    
  • Works to ensure projects conform to Department and state project management standards.
  • Monitors team progress by holding regular team meetings to assess risk, identify conflicts, barriers, and issues, and facilitate the development of resolutions and action plans.
  • Reports team progress to upper management through regular status updates, maintaining all required documentation for visibility into team efforts.
  • Manages multiple tasks, activities, and/or projects to ensure they are effectively tracked, follows Department documentation standards, and remains on schedule, within scope, and within budget.
  • Creates, updates, and reviews documentation as required based on the project management methodology used.
  • Assists in the development of new, and refinement of, established IT policies, procedures, practices, methods ad tools.
  • Provides consultation to management with respect to project management updates, methodologies, and comparisons/options as required.
  • Assists in establishing IT long range objectives and specifying strategies and actions to achieve these objectives.
  • Participates in strategic planning for IT projects and initiatives.
  • Lead team to be effective and efficient in managing projects.
  • Perform quality assurance of assigned team member work products.
  • Perform recruitment and retention activities to develop staff and team. 
  • Assists in identifying and monitoring training needs for the team.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.  

 

Preferred

  • Experience leading, managing, or supervising a project management function or team
  • 3+ years of experience as an IT project manager or business analyst in a professional setting
  • Experience with ISO/IEC 20000
  • Project Management Professional (PMP) Certification by PMI
  • Certified Business Analysis Professional (CBAP) Certification by IIBA
  • PMI Professional in Business Analysis (PMI-PBA) Certification
