Your Specific Responsibilities:

VR&E Coordinator duties:

  • Provides functional oversight, direction, guidance, training and technical assistance to Local Workforce Development Board (LWDB) Executive Directors, Career Center Operators/Directors, FloridaCommerce Administrators and their staffs in the management and operation of the VR&E program.
  • Monitors daily VR&E activities and provides technical assistance to DVOP staff.
  • Reviews Disabled Veterans' Outreach Program (DVOP) and Career Center Veterans' Program administrative policies, procedures, guidelines and related directives to be implemented; evaluates impact on Career Center operations.
  • Provides technical assistance,consultive services and direction for the development, implementation, evaluation and expansion of policy and processes related to VR&E. 
  • Reviews documents for JVSG program staff to ensure compliance with VR&E statutes, policy and regulations
  • Develops and analyzes automated reports regarding VR&E veterans, expenditures and performance of the VR&E program.
  • Identifies statewide operational problems in the implementation of VR&E Administrative services, policies and procedures. Assists in creating new policy and procedures to be implemented at the local level statewide.
  • Creates training materials and programs for JVSG onboarding and continuing education regarding the VR&E program.
  • Facilitates and coordinates, through the Career Center Director, the delivery and placement-related services with DVOPs assigned as placement specialists for VR&E Vocational Readiness veteran clients at the local Career Center, commencing at least 90 days prior to completion of training.   
  • Consults with federal and state officials on matters applicable to serving eligible veterans and eligible spouses.
  • Conducts comprehensive and specialized assessments to eligible veterans and their eligible spouses.
  • Coordinates with federal counselors associated with the U.S. Department of Veterans Affairs to coordinate continued service to veterans enrolled in the program.
  • Reviews documents to ensure compliance with applicable statutory and regulatory requirements.
  • In coordination with the VR&E employment specialist, facilitates and provides selective job development and placement, using listings of DVA-approved apprenticeship and on-the-job-training program employers.
  • Participates in each VR&E program orientation and all meetings. 
  • Assists the local DVOPs in accordance with VR&E rehabilitation plans, immediately informing the VR&E case manager of any difficulties regarding efforts to assist the Chapter 31 veteran with obtaining suitable employment in the identified occupational field.  
  • Provides detailed, accurate, and complete progress notes on the veterans’ case management screen as they are received from the DVOP case manager, providing hard copy or emailed progress notes to the VR&E case manager monthly or more often, if needed. 
  • Provide input into rehabilitation or closure reports.   
  • Provides Quarterly Reports to the State Veterans' Program Coordinator and the Directors for Veterans’ Employment and Training as required by U.S. DOL VETS.  Solicits and provides success stories to all concerned.

 

Knowledge, Skills, and Abilities:

  • Knowledge of applicable regulations, Veteran Program Letters, state and local guidance, and programs/opportunities for veterans and covered persons (i.e. Federal Bonding program, federal work opportunity tax credit eligibility, etc.)
  • Knowledge of the laws governing veterans’ preference in employment and workfoce services
  • Knowledge of veterans’ re-employment rights
  • Knowledge of entitlement and priorities of veterans for medical and surgical services in veteran hospitals
  • Ability to prepare reports to include recording, evaluating and analyzing data

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

 

Minimum:

  • Appointment to this position must be made in the order of preference provide by Public Law 107-288, as follows: First to qualified service-connected disabled veterans; then to qualified eligible veterans; then to qualified eligible persons.
  • Required to travel locally and must furnish own transportation.

 

Preferred:

  • Bachelor’s degree from an accredited college or university or equivalent work experience that is relevant to this position.
  • Two years’ experience interpreting and applying federal and state statutes, regulations and other governing authorities.
  • Two years of experience providing training, guidance, and technical assistance for a state or federal-funded statewide program.
  • Two years of experience writing professional, public-facing documents.
  • Two years’ experience working with workforce development programs.
  • Current or former experience working under Florida’s JVSG program.

 

Pay:

$55,000 Annually

The Work You Will Do:        

This position performs advanced level work under the minimal supervision of the Government Operations Consultant III-SES, serving as an Intensive Services Coordinators (ISC) and VA Vocational Readiness and Employment (VR&E) Program Coordinator and is a member the Jobs for Veterans State Grant’s (JSVG) team in the Bureau of One Stop & Program Support.  This position facilitates special disabled veterans participating in the Vocational Readiness Program (Title 38 USC, Chapter 31)  The services include on-the-job-training development, non-paid work experience, selective job placement, follow-up services, provision of job-seeking skills training, job analysis, labor market information, etc.  The VR&E Coordinator will participate with VR&E staff and veterans in early planning related to job placement and on-the-job-training development.
