Your Specific Responsibilities:
This is a highly responsible position performing internal security functions for the Bureau of Reemployment Assistance (RA) Operations, Division of Workforce Services, FloridaCommerce. Under the limited supervision of the Program Development and Support Section Supervisor, this position is responsible for data validation activities, security access, conducting audits and reviews, and evaluating the Florida Department of Reemployment Assistance compliance with federal Reemployment Assistance regulations, federal performance standards, state laws, and contractual access measurements. Responsible for performing security functions, which includes planning, coordinating, developing, implementing, and maintaining an internal security program within the Bureau. Internal Security Unit (ISU) also evaluates the effectiveness of policies, procedures and internal controls used to protect information, computing systems, and applications used in providing Reemployment Assistance services.
Determines work practices and operational problems affecting security and performs system reviews of the State's Reemployment Assistance operational internal controls designed to detect and prevent fraud, minimize errors, promote operational efficiencies and achieve compliance with established policies. Advises FloridaCommerce and RA management on corrective actions to potential problems and concerns relating to area of responsibility performance, issues, and problems.
Conducts internal audits and reviews Division policies, procedures, and computer systems, maintaining data to evaluate the effectiveness of internal controls used to protect Division data, detect, and prevent internal abuse, identify security anomalies, and prevent fraud and abuse using National Institute of Standards and Technology (NIST) and any other federal and state statutes, rules and regulations and agreement/contractual security standards per 20 CFR 603. Composes and edits findings for senior management approval and follows up on corrective actions taken to ensure the integrity of information and information resources. Evaluates system usage of staff of FloridaCommerce relative to the Reemployment Assistance Program to determine whether performance meets federal and state quality standards by conducting on site quality reviews of the Reemployment Assistance adjudication and claims processes and make process improvement recommendations.
Assists with developing methodology to be used in reviewing and evaluating processes, analyzing data, defining problems, and developing models to arrive at solutions. Coordinates with agency sections in establishing procedures to be used in obtaining statistical data for evaluations. Provides analysis of outcomes, determines trends and makes recommendations for corrective actions, when appropriate.
Monitors corrective actions implemented to ensure mitigation strategies are effective and in compliance with federal and state statutes, policies, rules, and standards. Advises RA management on potential problems and concerns relating to area of responsibility performance, issues, concerns, and problems. Works with FloridaCommerce’s Information Technology (IT) Operations to establish, approve and maintain user computer systems and applications access privileges, user security group profiles, and monitors and manages user access privileges.
Responsible for administering the internal security of Division of Workforce Services (DWS) Reemployment Assistance (RA) Labor Market Statistics (LMS) and One Stop & Program Support (OSPS) program operations. Also, monitoring DWS systems access privileges and external systems used by DWS, including RECONNECT, EF, OSST, SUNTAX, FWIPRS, DAVID (HSMV), FTI, SSA and NDNH. Establishing and managing internal DWS security policies and procedures for users’ access DWS owned or controlled systems and user groups and managing the DWS security awareness and training program. Has management oversight of the DWS security incident reporting process for internal users by participating in audits and investigations of fraud and abuse. Identifies security weaknesses and recommending mitigation strategies to senior management. Facilitates security systems risk assessments to identify potential threats, risks, weaknesses, and vulnerabilities in DWS programs and participating, as requested, in developing solutions to address risks. Recommends improvements in operations to senior management. Conducts audits and reviews of systems access privileges and facilitating the conduction of the same with third party organizations. Monitors computer security access privileges and procedures and working through third party security officers to complete similar requirements within their own organizations. Trains security officers in fulfilling their security officer roles, duties, and responsibilities.
Serves as RA internal security liaison with Federal, State, Local Workforce Development Boards (LWDBs) and other partners on Workforce systems security access issues; helps resolve technical issues and communicates systems issues to statewide users; represents the Division as part of the Department’s Computer Security Incident Response Team (CSIRT).
Required Knowledge, Skills, and Abilities:
- Ability to conduct fact-finding research, plan, organize and coordinate multiple work assignments and activities simultaneously.
- Ability to understand and accurately apply applicable statutes, rules, regulations, policies, procedures, and contractual standards relating to position activities.
- Knowledge of federal and state workforce programs, systems, NIST security standards, systems security risk assessments requirements.
- Knowledge of reemployment assistance, workforce services and labor market information programs.
- Ability to review, analyze, audit, and monitor the effectiveness of internal procedures, processes, and security controls.
- Effective verbal and written communications skills are required.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

- Travel may be required.

$44,060.16 - $46,737.60 Annually
