Your Specific Responsibilities:
This position performs high level independent work analyzing, developing and assisting in the installation of improved managerial policies, practices, methods, procedures and organization structures within the Division of Workforce Services (WS).
Coordinates the personnel functions of WS as assigned. This includes activities necessary to assist staff in resolving various personnel issues, assisting in the filling of vacant positions, processing personnel actions, and performance evaluations.
Establishes and maintains various personnel databases.
Works as a Personnel Liaison for WS regarding personnel actions.
Responsible for the preparation of all personnel actions, position action budget forms, and budget actions to process each request for WS.
Meets with management team members to determine what personnel actions are needed.
Assist in developing, reviewing, and monitoring job descriptions for positions and monitoring Organization Charts.
Provides consultation and assistance to managers and staff regarding HR practices.
Provides direction, guidance and assistance to administrators and staff in the management and operation of HR services. Performs analysis of all personnel actions and provides guidance and direction to resolve HR issues.
Works independently to conduct research, apply applicable rules and procedures to HR operational functions.
Ensures coordination and efficiency in administrative and operations aspects of delivery of HR work products for the Division.
Exercises independent judgment in determining work priorities and ensuring proper completion of work assignments including activities necessary to assist in resolving various personnel situations.
Establishes and maintains a filing system for administrative documents which are relative to the functions of this position.
Required Knowledge, Skills, and Abilities:
- Knowledge of the methods of data collection and analysis.
- Ability to collect, evaluate, and analyze data to develop alternative recommendation, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to conduct fact finding research.
- Ability to utilize problem solving techniques.
- Ability to understand and apply applicable rules, policies, and procedures relating to operational management analysis activities.
- Ability to effectively communicate verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Preferred:
- At least 2 years’ experience processing state government personnel actions.
- At least 2 years’ experience in processing Human Resources, Classification.
Pay:
$62,000 - $65,000 annually.

The Work You Will Do:
The Operations & Management Consultant II - SES is a member of the Business Operations Support Services team of the Division of Workforce Service.
This position performs highly responsible independent work analyzing, developing, and assisting in the installation of improved procedures and organization structures for the programs in the Division of Workforce Services (DWS). The incumbent in this position serves as a liaison between the Division of Workforce Services and FloridaCommerce Human Resource Management.
