Your Specific Responsibilities:
This is high-level managerial work in which the incumbent of this position directs the Benefits Integrity Unit within the Reemployment Assistance (RA) Program of the Department of Commerce. This is complex professional work requiring extensive knowledge of the Reemployment Assistance Law, regulations, policies and procedures; the ability to plan, organize, coordinate and direct work assignments, and work cooperatively with others. This position directs and administers highly technical Reemployment Assistance program functions. Responsible for providing timely and appropriate services to all customers and suppliers, in an environment that is customer-focused, data-driven, process-oriented, team-centered, partner-interdependent and sensitive to human diversity. The performance of these functions and their coordination is centralized for consistency and efficiency of operations. The incumbent in this position must comply with the Division’s affirmative employment objectives and the Department’s equal opportunity requirements and objectives in accordance with Federal and State laws and regulations. This position requires the incumbent to exercise independent judgment in formulating or assisting in the formulation of policies and procedures that have a significant impact in all aspects of the RA program, including personnel administration and the preparation/administration of budgets.
Acts in the absence of the Benefits Administrator and has responsibility for administering highly technical Reemployment Assistance Program functions within RA Services.
Directs and oversees the operations of the Recovery, Wage Audit, Fraud Investigations, and the FIRRE Units in the RA Claims Processing to ensure that they are performing efficiently and effectively, and in compliance with established performance standards. Coordinates unit responses to a large volume of claimant inquiries relating to eligibility for Reemployment Assistance.
Manages and coordinates unit activities relating to specialized work assignments and other related work as required including the preparation of reports, project analysis, and correspondence.
Provides guidance to management on the development of initiatives related to the provision of Reemployment Assistance Program service. Reviews, provides technical assistance, and consults with administrator regarding performance of RA statewide processes and federal programs. Aids in the interpretation of the Florida RA Law and Federal Regulations pertaining to reemployment assistance. Advises higher level management in regard to problems and policies related to programmatic and operational issues and prepares recommendations that insure uniformity of policies, instructions, directives, and other procedures in regard to the RA Program.
Proposes organizational and budgetary improvements related to program and operational issues as needed. Develops and/or administers a tracking system with workload standards which are used as a measure of effectiveness and efficiency in the Process Management Unit’s Operations. Provides leadership for supervisory staff and sets parameters for Process Managements Unit’s Operations. Confers regularly with section supervisors regarding operational efficiency, policies and procedures. Executes polices and directives which are promulgated by RA Claims Processing Deputy Administrator.
Prepares and ensures uniformity of policies, instructions, directives, and other procedures among the sections. Assists in the analysis of various RA functions and activities of operating units in regard to the claims process, fact-finding, benefit payments, and adjudication and assists in eliminating duplications. Directs the preparation of letters, reports, and statistical data on the various section activities. Ensures that timely and accurate responses are made to inquiries pertaining to the various section responsibilities. Evaluates administrative, production, and fiscal reports relating to customer support operational activities. Represents the program at conference meetings as required. Performs project management duties and participates in conferences, workshops, inter-organizational teams and similar activities relevant to planning, program operations and resource management. This position may be required to travel to locations throughout the state of Florida as well as to events, as appropriate, within the U.S.
Works with representatives from other program areas as needed to resolve issues relating to claims activities and problem resolution. Identifies and analyzes problem areas and recommends any changes needed to improve and streamline existing procedures. Coordinates with claims hubs as needed pertaining to claims processing and resolution of eligibility.
Works with representatives from RA and Department of Revenue as needed to resolve issues relating to the Reemployment Assistance Program. Communicates with internal and external interested parties regarding RA.
Directs, plans, and organizes the activities of a professional staff engaged in an area of the Reemployment Assistance program. Selects and makes recommendations regarding hiring, dismissal, promotions, transfers, and other personnel actions affecting section staff. Determines criteria for staff needs, requisitions office equipment and other physical assets needed to ensure an efficient operation. Prepares and ensures uniformity of policies, instructions, directives, performance appraisals and other procedures for the section.
Attends, conducts, organizes and participates in workshops, studies, conferences, staff meetings and reviews pertaining to the quantity of work performed in specialized program areas.
Required Knowledge, Skills, and Abilities:
- Experience supervising a large call center environment or similar operation. As operational needs change, the incumbent is required to have the flexibility to adjust as needed to support business and leaderships needs during the hours of operation.
- Strong organization, time management and multi-tasking skills with a strong understanding of program requirements and compliance restraints.
- Knowledge of the methods of data collection and analysis.
- Ability to effectively utilize MS Office with strong knowledge in Outlook, Excel, and PowerPoint.
- Knowledge of the principles and practices of management and supervision.
- Knowledge of reemployment assistance law, rules, policies and procedures.
- Knowledge of the principles and techniques of effective communication.
- Knowledge of basic public relations principles.
- Ability to manage a reemployment assistance program.
- Ability to supervise people.
- Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to understand and apply applicable rules, policies and procedures relating to the management of a reemployment assistance program.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel is required.
