Your Specific Responsibilities:
Oversee the development of bid specifications and terms and conditions for formal and informal solicitations (i.e., Request For Proposal, Invitation To Negotiate, Invitation To Bid, Request For Quote, Single Source, Exceptional Purchase, etc.), process bids, facilitate awards, utilize and provide guidance for state term contract and alternate contract source usage, conduct research and analysis, formulate policy and procedures related to MFMP and Purchasing procedures in accordance with state rules, regulations, and laws. Determine, review and approve the costs of commodities and services, represent FloridaCommerce at public events, compile, code, categorize, calculate, tabulate, audit, verify, and process data related to bids, expenditures, and frequency. Assist in the development and delivery of procurement, develop evaluation training, attend pre-bid conferences, testify at protest hearings, as required, and update the tracking systems used to manage and track solicitations.
Coordinate the FloridaCommerce’s involvement in the Office of Supplier Development activities by providing information and assistance to Florida-based woman-, veteran-, and minority-owned business owners regarding opportunities to do business with Commerce. Manage and produce required reports, including the 90-day spending plans and the annual Business Participation Plan. Coordinate and conduct Commerce’s participation in the education and outreach activities related to the Business Participation Plans.
Serve as the backup for the FloridaCommerce’s MFMP Systems Administrator and Trainer. This includes providing consultation and expert advice to management or other groups on MFMP and Purchasing Policy and Procedures. Maintain documentation of the approval of each user’s profile. Assist in the distribution of the listing of MFMP users and respective profiles to Commerce Management staff for review and approval and provide MFMP and procurement training. Assist in conducting a sampling of all MFMP transactions to ensure confidential information has not been included. Perform duties as outlined in the FloridaCommerce’s MFMP Confidential Information Policy.
Performs related work as required.
Required Knowledge, Skills, and Abilities:
Knowledge of Chapters 119 and 287, Florida Statutes, Rule 60A, Florida Administrative Code, and Department policies and procedures. Working knowledge of MFMP and related Department of Financial Services’ rules. Experience developing bid specifications and scopes of work. Knowledge of the One Florida Program and Office of Supplier Development requirements. Working knowledge and experience in Microsoft Office applications (i.e., Excel, Word, PowerPoint). Knowledge of product and service vendor sources. Communication and negotiation skills. Ability to analyze varying products to determine cost effectiveness. Knowledge of principles and practices of purchasing, ability to apply rules, regulations, policies and procedures relating to the purchasing process. Ability to plan, organize and coordinate work activities, ability to write bid specifications, scopes of work and advertisements. Ability to use problem solving techniques, maintain purchasing records, and ability to maintain effective working relationships.
Preferred:
- Two or more years of direct working knowledge experience with MyFloridaMarketPlace.
- Two or more years of professional experience in procurement, market research, or purchasing.
- Bachelor’s Degree Preferred.
Pay: $41,463.48 - $55,000
