Your Specific Responsibilities:

This position requires a self-starter who manages time, prioritizes tasks as assigned, and the ability to change focus as required. The position requires independent judgement to perform complex planning, consultative and administrative work by coordinating and assisting in the resolution of a variety of operational and management tasks related to the workforce information technology system.

 

This position works closely with other units to assist in the formulation of policies and procedures for the eligible training provider list that is housed in the state’s MIS (Employ Florida).

 

This position requires reviewing and understanding federal and state laws, rules, statutes, policies pertaining to registered apprenticeships/pre-apprenticeships, eligible training providers under WIOA, and training programs.

 

This position serves as the project manager over registered apprenticeships/pre-apprenticeships, the eligible training providers list and programs of training to include coordination with local boards and training providers, managing and approving training providers, assuring alignment with Federal guidance, and providing assistance with reporting of providers.

 

This position conducts training and technical assistance related to the functionality of the system for training providers and programs of training services.

 

Required Knowledge, Skills, and Abilities:

  • Ability to interpret state and federal rules and regulations.
  • Excellent research/troubleshooting skills and  analysis of data for problem solving.
  • Knowledge and proficiency using Microsoft products: Excel, PowerPoint, Word.
  • Knowledge of basic management principles and practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to manage time, multi-task and think independently.

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

 

Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel is required; approximately 15-20%.

Preferred:

  • Experience providing direction, guidance and technical assistance for workforce programs or other state or federally funded programs.
  • Experience researching federal and state statutes, regulations, and other governing authorities in a professional or academic setting.
  • Experience providing training to external audiences for a state or federally funded program.
  • Direct experience with workforce programs such as Wagner Peyser, WIOA or RESEA.
  • Business writing experience in a professional or academic setting.

Pay:

Negotiable within the range of $21.00 – $25.00 per hour.

The Work You Will Do:        

The Government Operations Consultant II (Workforce Programs Consultant) is a member of the Policy and Guidance Unit within the Division of Workforce Services, Bureau of One-Stop and Program Support.

This position provides policy direction, guidance, training, and technical assistance to Local Workforce Development Boards (LWDBs) and one-stop delivery partners for assigned workforce development programs. The incumbent may be assigned to:

 

  • One or more of the following workforce development programs: Wagner-Peyser, Workforce Innovation and Opportunity Act (WIOA), or Reemployment Services and Eligibility Assessment; and/or
  • Local Workforce Development Area and Board Governance.

 Additionally, the position identifies areas of opportunity, as well as promising and best practices, makes recommendations to management on improving and creating efficiencies for assigned workforce program(s), and provides recommendations regarding program structure and service delivery strategies for use by LWDBs and the one-stop delivery system.
