The Work You Will Do:
This position serves as a Project Manager/Business Analyst within the Division of Information Technology (IT). As a business analyst, the incumbent will be required to gather and help assess the business needs and requirements of the stakeholders to provide solutions. This includes gathering requirements through facilitating meetings, reviewing process and policy documentation, as well as analyzing any existing pertinent business systems. As a project manager, the incumbent will implement solutions using best practices based on Project Management Institute (PMI) standards. As a part of the Enterprise IT Project Management team, the incumbent may perform continual service improvement activities by reviewing internal policies, procedures, and templates as well as be involved in potential planning and assessment activities such as strategic planning, analyzing Legislative Budget Requests and performing budget reviews.

Pay:
$52,860 – $59,000
Your Specific Responsibilities:
- Develop project charter, plans, schedule, status updates, lessons learned, reports, and other documentation for assigned initiatives.
- Serve as liaison between Program Areas and Information Technology (IT) and confer to discuss issues, coordinate activities, and resolve problems.
- Provide project management and/or business analyst services to ensure department projects and initiatives are successful.
- Provide customer service attention to Divisions.
- Capture IT strategic needs of Divisions.
- Analyze manual processes for improvement, including partnering with program areas to assess and address opportunity areas.
- Analyze and evaluate areas of potential cost reduction, program improvement, or policy change.
- Research approaches used by other State of Florida Agencies to identify projects that would benefit the Department, or approaches that can be re-used.
- Actively propose continuous improvements for Division’s IT needs.
- Work with other FloridaCommerce staff to identify common needs and propose enterprise solutions.
- Ensure Divisions understand the Division of Information Technology’s priorities and processes.
- Assist in the development of new, and refinement of established IT policies, procedures, practices, and methods.
- May participate in strategic planning, budget review, Legislative Budget Request (LBR) analysis and legislative discovery for IT projects and intiatives.
- May review proposed legislation and prepare impact assessments.
- May assist in creation and updating of the IT strategic plan and the IT operational plan.
- Serves as training and professional development lead for the enterprise project management team.
- Coordinates project management reporting on behalf of the enterprise project management team.
- Represents IT on agency teams as assigned by supervisor.
- Perform other job related duties and responsibilities as assigned.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
One (1) year of project management and/or business analysis experience.
Preferred –
- Possess one of the following certifications:
- CCBA from IIBA
- CBAP from IIBA
- PMP
- PMI BA
- 4+ years of IT Business Analyst experience
- 4+ years of IT Project Management experience
- IT Business Relationship Management experience
- Experience facilitating requirements-gathering sessions
