Government Operations Consultant II
INTERNAL AGENCY
Your Specific Responsibilities:
This position independently performs advanced level work as the Federal Program Coordinator under the limited supervision and direction. This position serves as liaison for the State, Regional or National office concerning the Federal (UCFE-Unemployment Compensation for Federal Employees Application /Military (UCX-Unemployment Compensation for Ex-Military) activities which may include approving website application access and ensuring that staff are aware of the UI confidentiality restrictions. Provide oversight, leadership, assistance, and monitor the State’s administration of the Unemployment Compensation for Federal/Ex-Military programs. Ensures the Unemployment Compensation for Federal/Ex-Military procedures and guidelines are followed by the State.
Conduct or assist with the Unemployment Compensation for Federal/Ex-Military training for appropriate staff. Develop methods to ensure the proper use of Federal civilian and military wage credits when applicable. Ensure uniformity of interpretation, including the requirements that the UCFE claimants be treated the same as other claimants (i.e., State Unemployment Insurance) with respect to monetary eligibility, ability to work, availability for work, and disqualifications under the State UI law.
Assist Federal and Military agencies with claimant issue and testing. Ensure the Military Detailed Quarterly Billing (MSDEB) bill matches the 191 prior to the upload of the military bill to the (MSDEB) website. Make sure incoming mail is processed. Assist DOL with investigations on fraudulent claims statewide.
Work with Information Technology staff and end users to ensure the Unemployment Insurance-Interstate Connection Network (UI-ICON) applications are operational, trouble shoot and monitor the data exchange. Keep the unit up to date with Department of Labor rule changes, agency address changes or updates for the Reconnect system. Filter work for the unit and review workload. Provide staff with access to UI-ICON.
Receive protest letters from the agencies, investigate errors in payment, and adjust their accounts. Quarterly Billing. Review Reports. Promote and provide customer service to the UCFE/UCX claimants and other State’s Interstate Program Coordinator (IPC) or Federal Program Coordinator (FPC).
Attend the National Association of State Workforce Agencies (NASWA) Unemployment Insurance (UI) Interstate Benefits (IB) and Federal Claims Training Conferences to learn about current, new and updated Interstate Benefits and Federal Claims processes and to network with other State’s counterparts.
Required Knowledge, Skills, and Abilities:
- Knowledge of reemployment assistance law, rules, policies, and procedures.
- Knowledge of the methods of data collection and analysis.
- Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to conduct fact finding research.
- Ability to utilize problem solving techniques.
- Ability to understand and apply applicable rules, policies, and procedures relating to operational management analysis activities.
- Ability to plan, organize and coordinate work assignments.
- Ability to effectively communicate verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required.
Preferred:
- At least four years of professional experience in a reemployment assistance or workforce program.
- Experience working with external partners.
- Strong communication, organizational and time management skills.
Pay:
$44,060.16 Annually
