Your Specific Responsibilities:
This position manages the Florida's Veterans' program providing direction, guidance and technical assistance to Local Workforce Development Boards (LWDBs) Executive Directors, CareerSource Center Operators, Department of Commerce (FloridaCommerce)Managers/Administrators, and Local Veteran's Employment Representative (LVER) and Disabled Veteran Outreach Program (DVOP) field staff in the management and operation of the state's Veterans Program. This position is responsible for working directly with United States Department of Labor (USDOL) representatives, Local Workforce Development Boards (LWDBs) and industry representatives, handling confidential information relevant to potential employment issues, confidential participant information, and program performance reports that measure the Veterans' program.
“This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors”.
Supervises and directs all functions and daily activities of assigned staff. Establishes work schedules and assignments to ensure customer service requirements are met. Review and approve time and attendance reporting for all regional associates. Develops performance standards and expectations for direct reports.
Reviews and approves all DVOP and LVER personnel actions to ensure compliance with State of Florida and Federal mandates and guidelines. Also makes recommendations for DVOP/LVER staff assignments and, if necessary, reductions in DVOP/LVER staff.
Develops and submits annual DVOP/LVER Grant Application to the Veterans' Employment and Training Service to ensure funding for DVOP/LVER staff assigned to Florida's CareerSource Centers as well as associated expenses
Conducts/Facilitates Veterans' Program Training Workshops and Veterans' Program technical assistance for all LWDBs, CareerSource Center Operators, DVOP/LVER staff and CareerSource Center associates.
Performs on-site analysis of local Veterans Program Operational/Performance problems and recommends corrective action as needed. Investigates, assesses, analyzes and makes recommendations to resolve issues and problems presented by Representatives, USDOL, Region III, and local LVER and DVOP staff.
Reviews USDOL, National and Regional policies, procedures, guidelines and related directives pertaining to the LVER and DVOP Programs. Identifies potential problems; evaluates the impact on implementation through the CareerSource Center System and recommends appropriate action to FloridaCommerce Managers/Administrators.
Develops and produces monthly reports regarding the performance of the LVER and DVOP Programs. Coordinates with the Department's Grant Management Section to prepare required state and federal reports.
Completes written assignments responding to correspondence and other requests for information regarding the LVER and DVOP Programs.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Appointment for this position must be made in the order of preference provided by Public Law 107-288: first to qualified service-connected disabled veterans; then to qualified eligible veterans; then to qualified eligible persons.
- Duties and responsibilities of this position must be performed at the official worksite of the Department.
- Travel is required.
Preferred:
- Experience working with veteran programs, including but not limited to the JVSG program.
